Summary: The Project Team Leader (PTL) is the single point of accountability for the end-to-end project process necessary for a Capital Project to deliver on business objectives. Clearly sets overall Project Leadership Team direction and expectations. The PTL provides the primary interface between the Project Leadership Team and the Business and leads all necessary communication forums. PTL responsible for leading and managing the full lifecycle delivery of large-scale capital projects (typically referring to fixed asset investments such as infrastructure, clean room facilities, plant construction, and equipment upgrades). This role ensures that projects are completed within safety, quality, budget, and schedule constraints, and that the expected business value is achieved.
Project Scale : Experience with >US$ 1 – 10 MM or greater Capital Project.
Full Project Lifecycle Delivery: Lead all phases of the project from front-end planning, design, procurement, and construction through to commissioning and closeout. Ensure project delivery complies with technical specifications, safety standards, and regulatory requirements.
Experience with EPC firms from Front End Loading through construction.
Leads project teams often consisting of cross functional teams and contract engineering to meet business objectives.
Accountable for generating and implementing appropriate project execution strategy for design, procurement and construction while ensuring each project’s.
Primary Qnity interface with the Full Service Design Contractors (FSDC) during Front-End Loading (FEL) and Design/Procurement of assigned capital projects.
Engage with the sites to support the preparation of all documents needed by the FSDC to launch their efforts to complete FEL and execute production design and procurement.
Provide technical expertise and take lead Front End Loading (FEL) activities with internal and external resources.
Champion productivity improvement strategies including High Value Engineering (HVE), Global Competitive Sourcing (GCS) and LEAN Construction Methodologies, etc.
Drive full integration of project team to develop deliverables in the most effective and efficient way.
Charge in commission amd commercialization activity planning and execution with MT, Facility, Production, EHS and Lab function teams.
Deliver preventive and predictive maintenance design with FEL and detail design to all facilities in downtime reduction as much as possible.
Contributes to the initial and draft maintenance procedures/standards to support commissioning activities.
Budget & Cost Control: Manage the project budget, typically ranging from millions to couple of millions of dollars (depending on the level). Responsible for cost estimation, cash flow forecasting, financial reporting, and change management.
Leads the team in identifying non-cap alternatives or lower capital options.
Facilitates economic evaluations, prepares funding requests, forecasts capital and non-cap expenditures and asset write-offs, and ensures necessary financial reporting and accounting is performed.
Champions the “no change” concept and ensures only changes consistent with the business and project objectives are approved.
Compliance, Safety & Quality: Ensure full compliance with local regulations in Taiwan, and lead the application for relevant permits.
Ensures excellence in adherence to Process Safety Management (PSM), Safety, Health and Environmental (EHS) excellence, Mechanical Integrity and Quality Assurance (MIQA) requirements, export controls and trade secrets principles, and other core value standards, processes and procedures.
Responsible for the development and implementation of Project Quality Plans, including auditing work processes and deliverables for compliance, and for meeting agreed upon project quality requirements and expectations.
Manage QC inspection /Cost analysis /Design /Standard /Fabrication check in project execution.
Schedule & Risk Management: Develop and track project schedules, performing critical path analysis and Earned Value Management. Proactively identify project risks, and develop and implement mitigation and contingency plans.
Stakeholder Management: Serve as the primary focal point of contact for clients, contractors, design teams, suppliers, and internal operations teams. Coordinate resources among all parties, ensure transparency, resolve conflicts, and maintain collaborative relationships.
Engages the project steering team as needed to ensure alignment with business, address any needs or concerns, make strategic project decisions, and provide status updates throughout execution of projects.
Provides leadership for an effective and cohesive team by ensuring roles and responsibilities are clearly understood.
Ensures applicable project deliverable are accomplished in a quality manner, and leads the project gatekeeping reviews.
Contract & Procurement Management:
Lead the RFP process, conduct bid evaluations, recommend, and manage contractors and suppliers. Responsible for contract negotiation, performance management, and variation order negotiations.
Governance & Compliance: Ensure the project adheres to the company's governance framework, industry standards, and local laws and regulations.
Work with business and technical leadership to identify and comply with any Export Control and Trade Secret/Intellectual Property/Security requirements for the project.
Technical Skill
Develop datasheet/specifications for mechanical equipment & materials for procurement.
Proficient in project management software (Primavera P6 or MS Project); Deep understanding of FEL/FEED stage-gate processes.
Strong problem-solving skills and ability to work under pressure in a multi-tasking construction site environment.
Lead & review production design including piping design.
Provide construction inputs to cost estimates, cost control and integrated Project Schedule.
Support construction activities, provide guidance to the construction contractors and ensure all construction best practices are followed.
Be responsible for construction quality and delivery of the facility according to the design requirement.

Qualifications
College, Bachelor or Master Degree.
Major in Mechanical, Chemical Engineering or related.
Five years capital project management and FEL & EPCm execution experiences.
Strong interpersonal and communication skills
Experienced in AutoCAD and MS Project application will be plus.
Certifications & Languages
Professional certification such as PMP is highly desirable
Fluent English (oral and written) is mandatory.
