About the Role
Reporting to the Director of Facilities Management (Grounds and Buildings), the Project Manager is responsible for managing the planning, coordination, and implementation of the County's capital improvement projects. The position supports the delivery of the County's Capital Improvement Program (CIP) by overseeing assigned capital projects from concept through design, construction, and closeout.
The Project Manager coordinates with County departments, consultants, contractors, and regulatory agencies to ensure capital projects---including buildings, infrastructure, renovations, site development, and major equipment installations---are delivered on time, within budget, and in compliance with applicable laws and policies.
All functions must be performed in accordance the Ohio Revised Code (ORC) with applicable administrative rules, laws, labor agreements, procurement laws, safety and building codes, ethical standards, Board directives, and County policies and County Core Values.
Key Responsibilities
Capital Project Planning & Delivery
• Manage assigned capital improvement projects from planning through design, procurement, construction, and closeout. • Manage the development of project scopes, budgets, schedules, and delivery strategies. • Coordinate with consultants, architects, engineers, contractors, and County departments during all phases of project development. • Monitor project progress to ensure adherence to scope, schedule, budget, and quality standards. • Identify project risks and work with the Director to develop mitigation strategies. • Review design documents, construction plans, and specifications for completeness and compliance with project requirements. • Facilitate project meetings and maintain project documentation, schedules, and status updates.
Capital Program Support
• Support the Director in implementing the County's Capital Improvement Program (CIP). • Assist with capital project prioritization, planning, and program development. • Provide technical and project management input for multi-year capital planning efforts. • Maintain project records, schedules, and tracking systems for capital projects.
Procurement & Contract Administration
• Prepare Requests for Qualifications (RFQs), Requests for Proposals (RFPs), Invitations to Bid (ITBs), and other procurement documents for capital projects. • Coordinate with Procurement and Legal staff to ensure compliance with County purchasing policies and the Ohio Revised Code. • Support contract administration activities including change orders, amendments, and contractor performance monitoring. • Ensure contractor compliance with applicable Prevailing Wage requirements under ORC 4115.
Budget Monitoring & Financial Coordination
• Track project budgets, expenditures, and encumbrances to ensure alignment with approved funding and appropriations. • Assist with project cost estimates, financial forecasting, and cash flow monitoring. • Review invoices, payment applications, and change orders for accuracy and compliance with contract terms. • Identify opportunities for cost savings and value engineering where appropriate.
Interdepartmental Coordination
• Collaborate with County departments to ensure projects meet operational needs and minimize disruptions to County services. • Coordinate project activities with Facilities Management, IT, Engineering, and other operational units. • Communicate project timelines, milestones, and potential impacts to affected departments.
Regulatory Compliance & Safety
• Ensure capital projects comply with applicable federal, state, and local regulations, including building codes, environmental regulations, ADA requirements, and OSHA standards. • Support oversight of construction site safety practices and contractor safety compliance. • Maintain documentation needed
