Summary This is a Non-Tenure Track position. Performs Associate Director duties in the Scientific Test and Analysis Techniques Center of Excellence (STAT COE) located at AFIT. Responsibilities Performs the following faculty duties in the Scientific Test and Analysis Techniques Center of Excellence (STAT COE) Air Force Institute of Technology: Leading the STAT COE and the HS CoBP Supports the Director in leading the Air Force Institute of Technology's Scientific Test and Analysis Techniques (STAT) Center of Excellence, ensuring this Office of the Secretary of Defense (OSD) designated Center is properly resourced to accomplish its mission. Supports leadership of the Homeland Security Community of Best Practices to enhance test and evaluation (T&E) in the Department of Homeland Security (DHS). Represents the STAT COE and acts as Director as required when the Director is not available. Contributes to the development and implementation of strategic vision and mission of the STAT COE: "To develop and apply independent, tailored STAT solutions to T&E that deliver insight to inform better decisions." Works directly with senior leaders from across OSD, the Armed Services, and DHS to enhance the scientific rigor of T&E across the enterprise. Interacts with the Executive Director, DTE&A (Developmental Test, Evaluation, and Assessment) to provide advice and STAT support to help execute the DTE&A vision for DOD-wide T&E. Supports the Director through contract execution and oversight as the Assistant Contracting Officer Representative (ACOR), including coordinating with DTIC and the contracting offices to transfer funding and execute contract modifications. Responsible for contract execution oversight, including tracking expenditures and schedule to ensure the production of quality deliverables within the period of performance. Participates in negotiations with new customers to formalize proposals that specify scope, cost, and deliverables, and manages the proposals process from initial draft to closeout. Oversees Center personnel in developing and producing best practices and case studies that help practitioners readily understand and seek to apply STAT in their programs. Participates in outreach across the DOD and DHS T&E communities to raise awareness of T&E issues and advancements, and to locate, identify, and pursue potential collaboration opportunities and sponsorships. Overseeing Center's Consulting Capability and Efforts Manages and oversees the STAT COE subject matter experts ("STAT Experts") as they engage with teams and organizations to provide STAT advice, mentorship, and assistance in T&E activities such as test planning, test design, experimentation, data analysis, and M&S. Ensures STAT Experts are capable of productively engaging and interacting with customers to enable effective integration. Advises the Director in the assignment of STAT Experts to consulting activities to optimally match skills and capabilities to customer challenges. Receives periodic update on the status, challenges, and path forward for all ongoing STAT consulting engagements to identify trends and vector STAT Experts appropriately for success. Managing Center's Applied Research Efforts Assembles and oversees teams of STAT Experts as they conduct STAT-related applied research that is relevant and valuable to customer organizations. Works with potential customers to understand their STAT gaps and desired outcomes that can be effectively addressed through applied research activities and deliverables. Coordinates the authoring and formalizing of proposals that accurately document applied research projects, including scope & tasks, cost, period of performance (POP), and deliverables. Tracks cost, schedule, and performance of each applied research project through periodic reviews. Reviews deliverables to ensure quality prior to review by the Director and delivery to the customer. Provides STAT Expert Workforce Development Opportunities Leads the development and execution of STAT classes that are funded by sponsors to be tailored and directly relevant to their needs. Writes and coordinates the formalizing of proposals that ensure each customer receives the precise academic instruction needed by its audience, in a cost-effective manner. Maintains a library of classes with corresponding materials that can be executed at the behest of new sponsors. Ensures the quality of the class materials and instruction. Ensures STAT COE workforce development efforts are synergistic with those of other organizations such as AFIT/EN, AFIT/LS, and DAU. Requirements Conditions of Employment Qualifications Conditions of Employment Continued Term appointment may be extended to the maximum period allowed by law without further competition. Incumbent may be required to travel by commercial or military conveyance (or other means of travel) to perform temporary duty. Salary is commensurate with experience and qualifications. Additional duties supporting the academic and administrative aspects of a military school can be assigned by school and/or university leaders. Essential qualities expected of every faculty member include the personal attributes of integrity, industry, cooperation, initiative, and breadth of intellectual interests. Qualifications Must have an earned Master's degree before employment begins in, or closely related to, one of the following fields: Statistics, Operations Research, Engineering, or Computer Science. PhD highly desired. Experience in defense acquisition activities and a record of demonstrated administrative ability and academic leadership is required. A publication record, experience writing and overseeing contracts, experience in obtaining external research funding, administrative experience managing multiple projects and budgets involving personnel at various levels, sound academic and professional leadership abilities, and previous research or consulting work experience in acquisition developmental testing is desired. Government and/or military experience is desired. Commensurate with their intended academic rank, the applicant's record of scholarship must show the ability or potential to (1) conduct and disseminate scholarly research, (2) effectively teach graduate level courses and (3) meet professional and institutional service obligations. Knowledge and expertise of current defense technologies, and where appropriate, defense programs at the national level including political processes, military budgeting priorities, and developing alliances between departments and agencies. Possess the ability to communicate clearly and expertly in both verbal and written forms concerning academic, administrative, and technical subject matters. Applicants will be assessed based on education, evidence of teaching effectiveness, quality of scholarship, and demonstrated service to educational institutions and the discipline commensurate with years in the disciplinle. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience.
