Principal ISTS/ Lead Director Product Management Development Experience

The Principal ISTS and Lead Director Product Development Experience is a senior individual contributor responsible for shaping and driving the product strategy for CVS Health's internal developer experience platform and tooling ecosystem within the Infrastructure, Security and Technology Solutions (ISTS) organization. This role serves as the primary product owner for the Internal Developer Portal (ISTS Console) and the CVS Application Platform (CAP) and collaborates closely with product owners across the DevEx and broader ISTS teams on the full range of developer-facing capabilities.
This individual operates at the same organizational level as the Director of Product, Developer Experience. The two roles are complementary: this individual brings deep product domain expertise and strategic IC contribution, while the Director leads the team and coordinates delivery across the DevEx portfolio.
This individual partners closely with engineering leadership, platform engineering teams, and internal developer communities to deeply understand friction points in the developer workflow and define the investments that will have the greatest measurable impact on developer productivity, satisfaction, and delivery velocity. As a
Principal-level IC, they are expected to operate at an enterprise scope, influencing investment decisions, aligning cross-functional stakeholders, and elevating the standard of product practice across the broader ISTS product community. They do not manage direct reports but are recognized thought leader, mentors, and strategic contributors across the organization.
Product Strategy and Vision
Collaborates with engineering to define the multi-year product strategy for the ISTS Developer Experience platform, ensuring alignment with ISTS engineering goals, enterprise technology strategy, and developer community needs.
Identifies where friction in the developer workflow is highest and builds the strategic case for investments that will deliver the greatest improvement in developer productivity and experience.
Connects the DevEx roadmap to measurable business outcomes including delivery velocity, platform adoption, and reduction in toil.
Product Discovery and Customer Empathy
Maintains deep, continuous engagement with internal developer communities to understand pain points, workflow patterns, and evolving needs.
Conducts structured and informal research including developer surveys, workflow observations, and regular feedback sessions to surface insights that drive product decisions.
Defines and tracks developer experience metrics (e.g., DORA metrics, developer satisfaction scores, onboarding time to productivity) and uses these to validate investment direction and demonstrate impact.
Execution and Delivery Partnership
Partners with platform engineering and cross-functional teams to translate strategy into a well-prioritized, executable backlog.
Ensures requirements are clearly defined and engineering teams have the context needed to build with confidence.
Monitors delivery progress on key initiatives, removes blockers, and adapts plans in response to changing priorities or technical realities without losing sight of strategic goals.
Stakeholder Alignment and Product Evangelism
Partners with the Director of Product and senior engineering leaders to align stakeholders around the DevEx product vision and roadmap.
Communicates product direction clearly and consistently across technical and executive audiences.
Builds awareness of the DevEx platform's value across the ISTS engineering community and champions adoption of new capabilities through effective enablement and communication strategies.
Technical Fluency and Platform Partnership
Engages as a credible peer in technical discussions with senior engineers and architects, contributing product perspective to decisions about platform architecture, toolchain evolution, and build system design.
Identifies opportunities where emerging technologies or platform capabilities could meaningfully improve the developer experience and builds the organizational case for investing in them.
Required Qualifications
10+ years of experience in Product Management, Technical Product Management, or a closely related field.
10+ years of demonstrated experience owning product strategy for complex, platform-level or infrastructure-adjacent products.
7+ years of experience of tracking and recording of measurable improvements in developer productivity, platform adoption, or related outcomes.
7+ years of experience with agile product development practices in a large enterprise engineering environment.
5+ years of experience working with enterprise-scale engineering organizations and navigating complex stakeholder landscapes.
Preferred Qualifications
Prior experience in a developer tools, internal developer platform, or developer experience product domain.
Familiarity with CI/CD platforms, developer portals (e.g., Backstage), build systems, observability tooling, or self-service infrastructure.
Experience defining and tracking developer-centric metrics such as DORA metrics, deployment frequency, and mean time to recovery.
Ability to drive cross-functional teams to alignment amid ambiguity.
Advanced oral and written communication skills, influencing stakeholders across levels.
Education
Bachelor's degree in Business, Technology, Computer Science, Engineering, or equivalent work experience.
Master's degree preferred.
Certified Product Manager (CPM), Certified Scrum Product Owner (CSPO), or equivalent preferred.
Pay Range
The typical pay range for this role is:
$100,000.00 - $231,540.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
