Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, Talent Acquisition and Benefits Group (TABG), Division of Client Operations (DCO). Responsibilities Provide the full spectrum of management consulting and advisory services to highly complex and dynamic organizations having a wide variety of difficult positions and personnel actions, which are often sensitive. The purpose of this position is to serve as an HR Specialist providing formal and informal advice, recommendations, and technical assistance to Human Resources staff and management for assigned operations and activities. Provide a full range of internal and external recruitment and placement support for a large, multi-mission, or complex Component(s) for which innovative and assertive recruiting strategies are needed. Gather and analyze information about the content and the requirements of positions for assigned Component(s), to include required competencies, in developing job analysis. Utilize automated staffing systems, such as Web-based applications, to perform staffing and placement work that includes generating job analyses, vacancy announcements, referral lists, and processing personnel actions. Requirements Conditions of Employment Qualifications Summary continued: As an HR Specialist (Recruitment and Placement), GS-0201-12, you will be a talent acquisition expert who manages the full recruitment lifecycle, from defining talent needs and strategizing recruitment approaches to onboarding selectees under delegated examining and merit promotion programs. You will also offer comprehensive staffing, placement, pay-setting, and personnel-action processing across CMS' GS workforce. ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Prepare vacancy/job opportunity announcements utilizing an automated system (e.g. USA Staffing, Quick-hire, Monster); (2) Determine applicant eligibility and qualifications; AND (3) Research Federal human resources guidance and regulations to perform recruitment and placement functions or to resolve a variety of HR issues. CONDITION OF EMPLOYMENT: Delegated Examining (DE) certification is required for this position. You will need to annotate on your resume the date of your DE certification AND the expiration date, OR attach a copy of your DE certificate showing the date of certification and expiration date.
