Introduction

The Senior Engineer, Operational and Workplace Safety ensures full compliance with GlobalFoundries’ EHSS policies and local safety regulations. The role partners closely with site and global EHSS teams, fab operations, and stakeholders to translate regulatory requirements into practical, operational safety solutions. Key responsibilities include risk control evaluations, contractor safety management, committee leadership support, and championing safety programs to protect people, sustain fab operations, and uphold the site’s license to operate in a fast‑paced semiconductor environment.

Plant Shut Down (PSD) Management

  • Support PSD owner in safety planning and execution, including hazard identification, contractor coordination, and control of high‑risk activities (energy isolation, confined space, hot work, chemical de-inventorying etc).

  • Ensure PSD readiness and compliance, by validating permit systems, isolation plans, emergency response arrangements, and post‑PSD recommissioning safety checks before return‑to‑service.

    Safe Work Practices and High Risk Work Activities

  • Establish, implement and verify safe work practices for high risk work activities such as work at heights, confined space entry, LOTO, hot work etc .

  • Support stakeholders to ensure their task risk assessments, method statements, competency and control measures are in place before work commencement

  • Manage and own electronic Permit To Work system ( ePTW )

  • Analyze data to identify recurring risk trends, weak controls, gaps, and drive corrective & preventive actions, translating learning into safety promotion and champaigns

    Permits and Licensing

  • Ensure our right to operate through continuous ownership and collaboration with s takeholders and regulator s (NEA, SPF, SCDF, MOM)

  • Maintain and own GFS License Management System (LMS) including critical licenses and permits

    Contractor Safety Management

  • Develop, implement and maintain Contractor Safety Management Program to ensure compliance with GFS EHS S Requirements

  • Prepare, plan and conduct mandatory EHSS briefing, training for contractors onboarding

    Safety Promotion

  • Plan and execute targeted safety promotion programs and campaigns aligned with best practices, incident learnings, high‑risk activities, safety suggestion and feedback

  • Promote near miss and hazard reporting and continuous safety improvement

    Safety Committee Meeting (SCM)

  • Serve as the S ecretary to the SCM , ensuring meetings are conducted in accordance with WSH requirements, with proper agenda, minutes, attendance, and records maintained

  • Present analysis of i ncidents, near misses, audit findings, unsafe acts, and high‑risk work trends, and escalate systemic risks and non‑compliances to the committee for decision and action

  • Track SCM action items, corrective and preventive actions and ensure timely closure and effectiveness verification, reporting progress and gaps at subsequent meetings

    Safety Inspections

  • Plan, conduct, and document regular workplace inspections to identify unsafe acts, unsafe conditions, and compliance gaps, ensuring timely risk control and corrective action are implemented

  • Coordinate, lead a nd particip ate in Safety Committee inspection s , provid ing technical guidance, ensuring regulatory alignment, and supporting the committee in identify ing systemic safety issues

  • Consolidate inspection findings, track corrective and preventive actions, and verify effectiveness, reporting status and trends to the Safety Committee

    Chemical Information System (CIS) and Management

  • Manage and support chemicals across the full lifecycle from procurement approval, storage, use, transfer, and disposal ) to ensure alignment with GFS and regulatory requirements

  • Act as the designated GFS C IS holder responsible for reviewing and approving Chemical Request Forms (CRFs) assigned under the CIS workflow including response to GFS customer inquires on REACH SVHC statement

  • Support site chemical governance by ensuring CIS data integrity through timely review and action , m aintain an accurate and current Safety Data Sheet (SDS) system

    Material Handling

  • Support stakeholders in their management and execution of safe material handling operations involving powered trucks, cranes, hoists, conveyors, lifts, and tool/wafer movement during loading, unloading, storage, and transport across fab , cleanroom, sub‑ fab , and warehouse areas with appropriate level or control measures

  • Support stakeholder ownership of inspection, testing, and maintenance of all material handling equipment in accordance with manufacturer requirements, statutory regulations, and site semiconductor standards

    Safety Trainings

  • Develop, implement, and govern GFS safety training framework, ensuring mandatory, task‑specific, and refresher training programs meet GFS, regulatory and corporate standards ( e.g. WSH, ISO 45001, SEMI, internal requirements , New Employee Orientation training and contractor onboarding safety training)

  • Identify training needs through risk assessments, incident trends, audits, and regulatory changes, translating operational risks into targeted training for employees and contractors, including high‑risk work activities

  • Maintain governance and documentation of training records, matrices, and authorization lists, supporting audits, incident investigations, and regulatory inspections

    Risk Management and Risk Assessment

  • As the subject matter expert and appointed Risk Management (RM) Champion to develop, l ead and own site wide sustainable Risk Management System

  • Advise RM Team and R isk Assessment Team to e nsure compliance with MOM R M Reg ulations

  • Monitor RM performance and effectiveness through audits, inspections, incident reviews, and feedback from the frontline

  • Drive timely review and updating risk assessments following incidents, near‑misses, unsafe acts, regulatory changes, or process modifications

    P ersonal P rotective E quipment

  • Own and lead GFS PPE Program Ownership & Governance including hazard‑based PPE selection, standards setting, lifecycle management, and alignment with risk assessments, regulatory requirements, and industry best practices

  • Drive effective PPE implementation through training, audits, field verification, and contractor controls; monitor PPE effectiveness, address gaps, and lead continuous improvement based on incident trends and workplace changes

    Incident Management

  • Lead and own GFS Incident Management Program , oversee and follow up incident investigations, reporting & classifications of unsafe conditions, near misses , corrective/preventive actions, and ensuring timely closure and communication of lessons learned ac ross the organization .

  • Drive organizational learning and prevention , ensuring investigation outcomes and trends are translated into effective learning , awareness as a continuous improvement actions to prevent recurrence

  • Ensure accurate and timely reporting of monthly safety statistic to site and global EHS team

  • Operates independently with minimal supervision; exercises sound judgment to identify , prioritize and resolve complex safety and operational risks

  • Proactively lead the right cross function al stakeholders to drive timely and effective resolution of safety and operational issues

  • D emonstrates strong resilience and professional conviction to influence, stabilize , and improve safety performance

Required Qualifications

  • Min 4 years operational and workplace safety experience

  • Recognized bachelor's degree in safety or chemical, master’s degree in safety or chemical highly desired

  • Experience in developing, implementing and owning o perational safety programs

  • Analyze incident trends, performance to identify systemic issues, emerging risks and continuous improvement

  • Good verbal and written co mmunication skills

  • Demonstrated ability to work independently within a global matrix team and environment

  • Approved Workplace Safety and Health Officer, certified to Bizsafe level 2

Preferred Qualifications

  • Knowledge of chemistry and EH&S issues associated with semiconductor industry is a significant plus

  • Senior Fire Safety Manager qualification is an added advantage
