This position will be located in the St. Paul, Bemidji, Brainerd, Detroit Lakes, Duluth, Mankato, Marshall, Rochester or Wait Park office and may have the option to telework.
This position exists to support implementation of the agency’s eLINK system and associated data management. Program responsibilities include: understanding the agency’s functions and goals related to data in eLINK; problem-solving the functions and use of eLINK; developing business-side solutions regarding the management of the eLINK system; and collaboration with program and MNIT staff to provide expert user input.
Minimum Qualifications

One (1) year of experience in database systems and management, data analysis, software ticketing systems, and/or data and spreadsheet management. NOTE: An bachelor’s degree in Data Management, Data Science & Analytics, Database Administration, Management Information Systems, Data Governance & Quality Management, Data Visualization or a closely related field may substitute for one (1) year of experience.
Qualitative and quantitative analysis skills sufficient to evaluate program data and to critique the analytical methods and results of program operations.
Relationship management and coalition building skills sufficient to develop and maintain constructive partnerships with diverse interest groups, and lead individuals and groups with differing perspectives toward common agency goals.
Ability to communicate orally and in writing in a clean, concise, and informational manner.
Ability to work independently without close supervision.
Ability to convey information accurately, stimulate feedback and discussion, and confirm decisions made.
Strong customer support skills sufficient to assist with troubleshooting and resolving user issues.
Preferred Qualifications
More than one (1) year of experience in database systems and management, data analysis, software ticketing systems, and/or data and spreadsheet management.
An bachelor’s degree or higher in Data Management, Data Science & Analytics, Database Administration, Management Information Systems, Data Governance & Quality Management, or Data Visualization
Experience in website content management.
Knowledge and/or experience of BWSR reporting systems and databases.
Knowledge of rules, policies, and procedures as they pertain to administration and disbursement of state grant funds.
Communication skills to present, discuss, and explain complex or controversial matters in a professional manner.
Additional Requirements
