Seventh Sense Contract Closeout Specialist / Junior Contract Specialist [2531] in Woodbridge, Virginia
The Contract Closeout Specialist / Junior Contract Specialist provides direct acquisition support to a federal procurement office, with primary responsibility for executing contract closeout actions and supporting post-award contract administration. The position operates within established federal acquisition frameworks, applying the Federal Acquisition Regulation (FAR), with particular emphasis on FAR 4.804 (Closeout of Contract Files), to ensure contracts are closed in a timely, compliant, and audit-ready manner.
This role requires hands-on experience using the PRISM procurement system to manage contract files, process administrative modifications, and support closeout execution. The individual will work under the guidance of a Contracting Officer (CO) and is expected to independently manage routine closeout activities while supporting broader acquisition functions as needed.

Responsibilities:
The individual performs a range of acquisition and contract administration functions, with a primary focus on contract closeout execution. Responsibilities include, but are not limited to:
- Performing end-to-end contract closeout activities in accordance with FAR 4.804, including verification of contract completion, reconciliation of contract files, and preparation for final closeout.
- Utilizing PRISM to review, update, and maintain contract files, ensuring documentation is complete, accurate, and compliant with federal and agency-specific requirements.
- Conducting detailed contract file assessments to identify missing documentation, incomplete actions, or discrepancies that may delay closeout.
- Supporting de-obligation of excess funds, including identification of undelivered orders (UDOs) and coordination with financial management personnel.
- Preparing and processing administrative contract modifications related to closeout, funding adjustments, and other post-award actions within PRISM.
- Maintaining closeout tracking logs, dashboards, and status reports to provide visibility into contract closeout progress and workload.
- Coordinating with program offices, contracting staff, and finance teams to validate contract performance completion, deliverables, and final invoicing.
- Assisting Contracting Officers with post-award administration tasks, including file maintenance, documentation preparation, and compliance checks.
- Supporting the development and implementation of standard operating procedures (SOPs), checklists, and process improvements related to contract closeout.
- Conducting basic research and application of the FAR to support acquisition and closeout actions.
- Maintaining contract files in electronic systems (e.g., PRISM, SharePoint) to ensure audit readiness and proper records management.
Required Qualifications:
- Bachelors degree in business, finance, acquisition, or a related field
- Minimum of 2-5 years of federal acquisition experience (1102 or equivalent support role)
- Demonstrated experience performing contract closeout activities in accordance with FAR 4.804
- Hands-on experience using PRISM for contract writing, file management, and/or modifications (required)
- Working knowledge of the Federal Acquisition Regulation (FAR)
- Experience supporting contract administration across common contract types (e.g., FFP, TandM)
Desired Qualifications:
- FAC-C Level I certification (Level II preferred)
- Experience supporting high-volume closeout environments
- Familiarity with de-obligation processes and financial reconciliation
- Experience with additional acquisition systems (e.g. SharePoint,)
- Experience supporting audit readiness, FOIA requests, or data calls
Knowledge, Skills, and Abilities:
- Ability to independently manage multiple contract closeout actions simultaneously
- Strong attention to detail in reviewing and maintaining contract documentation
- Proficiency in using PRISM and related systems to execute acquisition actions
- Ability to interpret and apply FAR requirements to real-world contract scenarios
- Strong organizational and time management skills in a high-volume workload environment
- Effective written and verbal communication skills when coordinating with acquisition stakeholders
Salary Range:The proposedsalary range for this position is $70,000.00- $80,000.00per year. This range reflects factors such as geographic location, skills, experience, training, certifications, contract-specific affordability, and organizational needs.
