Summary This job announcement uses the Subject Matter Expert Panel Assessment to evaluate applicants. Responsibilities Serves as Chief, Organizational Management, Site Support Office (SSO) with responsibility for all related division activities. Site-level activities include but not limited to provides advice and assistance to the Site Director on matters related to recruitment, selection, and employee retention. Serves as liaison with key HR staff to ensure understanding of current policy and procedures and provides information/briefings to the Site Director. Processes requests for personnel actions and employee incentive awards for Site Operations. Responsibilities encompass financial and resource management, plans and directs financial and resource management operations (budget, manpower, and contracts). Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Coordinating the work of administrative support functions that included recruitment activities and organizational surveys and experience providing finance and resource management analysis on key performance indicators of administrative and finance support functions. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. * The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. * You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education Education is not substitutable for specialized experience at this grade level. Additional Information Moving expense will be paid. At the end of the probationary period, your employment will be terminated unless you receive certification that your continued employment advances the public interest. A one year supervisory or managerial probationary period may be required. This position is Exempt from the Fair Labor Standards Act. Travel requirement is Seldom. This position is not covered by a bargaining unit. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
