Consider the City of West Sacramento and join our highly respected Engineering team within the Capital Projects Department. Our team is responsible for the design and construction of roadways, bridges, bicycle and pedestrian infrastructure, water and sewer systems, traffic operations, signals, and streetlights. We are seeking motivated individuals who will support not only the Engineering Division but also the entire Capital Projects Department, bringing a passion for efficient processes and strong working relationships.
The City of West Sacramento is actively recruiting for two (2) Assistant/Associate/Senior Engineers for the Transportation Team of the Capital Projects Engineering Division. These positions will support the planning, design, and delivery of a wide range of capital improvement projects, working closely with project managers, consultants, contractors, and internal stakeholders. The position will have the opportunity to contribute to project development, prepare and review technical engineering documents, perform field investigations, support construction activities, and help ensure City infrastructure is built to the highest standards.
While prior local government experience is not required, preference will be given to candidates with knowledge or transferable skills related to public works engineering, capital project delivery, and working within a regulatory or agency environment. The ideal candidates will be team oriented, adaptable, detail driven, and committed to supporting high quality infrastructure for the community.
Preference given to those with significant experience in the following:
1) Public Sector (City or County) experience
2) Construction Management/Resident Engineer experience
3) Project Management experience
DEFINITION: Assistant Engineer: The Junior/Assistant Engineer performs professional and technical engineering work in the planning, design, construction, and maintenance of public works facilities. Associate Engineer: The Associate Civil Engineer assists in the planning, design and management of public infrastructure and facilities including transportation facilities and sewer, storm drainage and water system facilities. Senior Engineer: Under the direction of the assigned department head or designee, the Senior Engineer performs a wide variety of administrative, managerial, professional and technical tasks.
SUPERVISION RECEIVED AND EXERCISED: Assistant/Associate Engineer: Receives general supervision from the Director of Public Works, Director of Community Development or their designee. May exercise technical and functional direction over assigned staff. Senior Engineer: Receives general supervision from the department head to which assigned or designee. Exercises direct supervision over professional level staff, as well as clerical, technical and/or temporary staff.
CLASS CHARACTERISTICS: Associate Engineer is the journey level class within the professional engineering series. This class is distinguished from the Assistant Engineer by assignment of the full range of professional engineering duties. This class is distinguished from the Senior Engineer in that the latter is an advance journey level class responsible for complex and difficult engineering projects and programs and exercises direct supervision over professional engineering staff.
Upon the recommendation of the Department Head and approval by the City Manager, an Assistant Engineer may advance to an Associate Civil Engineer after demonstrating the abilities and competencies necessary to perform the full range of Associate Civil Engineer duties, meeting the minimum qualifications and obtaining the required registration of a Professional Civil Engineer in the State of California.
Upon the recommendation of the Department head and approval by the City Manager, an Associate Civil Engineer may advance to Senior Civil Engineer following attainment of the minimum qualifications for the position and after he/she has demonstrated the abilities and competencies necessary to perform the full range of Senior Civil Engineer

Assistant Engineer
Participates in infrastructure planning and the design and preparation of plans, specifications, and estimates of various types of public improvement projects including, but not limited to transportation, storm drainage, water and sewer facilities, and minor structures.
Assists in the collection of engineering and survey data, the development of design and construction standards for public improvements, and the inspection of public works projects.
Assists in the review and processing of parcel and subdivision maps and improvement plans for private developments.
Investigates field problems affecting property owners, contractors, and maintenance operations.
Coordinates engineering activities with other City departments and public agencies.
Fields questions from the general public via telephone or in person regarding city standards and policies.
Prepares written staff reports for departmental use and/or presentation to the City Council.
Administers consultant and construction contracts.
Reviews and processes parcel and subdivision final maps and prepares improvement agreements.
Develops design and construction standards for public improvements.

Associate Engineer
Assists in the preparation of various capital improvement programs.
Performs project administration and management.
Reviews and prepares condition of approval for land use entitlement applications.
Performs plan checking and inspection.
Performs field reviews and formulates engineering recommendations.
Prepares construction plans, specifications and estimates for various types of construction projects including streets, storm drainage, sewer and water systems.
Inspects structures and construction.
Assists in the management, operation and maintenance of utilities systems.
Prepares comprehensive reports.
Coordinates project activities with other city departments and public agencies.
Prepares written staff reports for departmental use and/or presentation to the City Council.
May supervise sub-professional and non-professional personnel.
Meets and confers with governmental officials and the public on matters related to assigned areas of responsibility.
Assists with Request For Proposals and consultant design contracts.
Assists with consultant services proposals.
Participates in complex engineering analysis and presentation of studies and recommendations in public forums.
Must possess and maintain a valid driver's license and have the ability to safely operate a motor vehicle to travel to various locations throughout the City as required to perform essential job functions.

Senior Engineer
Interprets City and department policy regarding project design, construction and operations.
Provides department, division, or section information to the public and other governmental agencies, in person or through other forms of communication.
Attends community meetings to respond to public questions, concerns, and complaints.
Maintains accurate records and files.
Plans, schedules and coordinates the work of subordinate technical staff.
May evaluate consultant services proposals.
Conducts special studies and prepares appropriate analyses and reports.
Assists with Requests for Proposals and consultant design contracts.
Conducts special studies relative to assigned area(s) of responsibility and prepares appropriate analyses and reports.
Responds to public inquiries.
Supervises, trains, evaluates and disciplines assigned professional, subprofessional, technical and administrative staff.
Serves as staff to a variety of city commissions, boards and committees as assigned.
Represents the department to outside agencies and organizations.
Coordinates activities with other departments and divisions as appropriate.
Must possess and maintain a valid driver's license and have the ability to safely operate a motor vehicle to travel to various locations throughout the City as required to perform essential job functions.
Performs other duties as assigned.
Capital Projects Division:
Assists in the design and management of public works, capital improvements, street, utility and storm drain maintenance.
Performs engineering planning, plan checking and inspection activities.
Prepares specifications and estimates for various types of construction projects, including streets, storm drains, sewer and water systems.
Inspects structures and construction.
Assists in the management, operation, and maintenance of utilities systems.
Serves as the Resident Engineer in charge of large, more complex capital improvement construction projects.
May stamp and sign civil design plans.
EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:
Education: A Bachelor's degree in Civil Engineering from an accredited university or college.
Experience: Assistant Engineer: Comparable to two (2) years of experience as a Junior Engineer. Associate Engineer: At least four (4) years of increasingly responsible professional civil engineering experience. Public works/municipal engineering experience is highly desirable. Senior Engineer: At least six (6) years of increasingly responsible professional engineering experience to area of assignment. Experience must include four (4) years in the municipal engineering or related field.
LICENSES AND CERTIFICATES: Assistant Engineer: Valid certificate as an Engineer-In-Training (E.I.T.) required. Associate Engineer: Possession of a valid certificate of registration as a professional civil engineer. Possession of a valid certificate of registration as a professional civil engineer in the State of California within one (1) year of appointment. If assigned duties require driving, possession and maintenance of a valid California driver's license. Senior Engineer: Possession of a valid California driver’s license. Possession and maintenance of a valid certificate of registration as a Professional Civil Engineer is required. Possession and maintenance of a valid certificate of registration as a Professional Civil Engineer in the State of California within one (1) year of appointment.
WORKING CONDITIONS: Work in an office, field and construction site environments; travel from site to site; walking, standing, or sitting for periods of time; exposure to dust and noise; some climbing, stooping, light lifting and inspecting in confined areas; travel to attend a variety of meetings. May be required to attend off-hour meetings.
PHYSICAL DEMANDS: Mobility to work in a standard office or construction environment, use standard office equipment and attend off-site meetings. On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties; mobility to occasionally traverse uneven terrain, periodically standing, stooping, bending, climbing and kneeling to perform inspections; on occasion may be required to work in exposure to weather. Manual dexterity to use standard office equipment and supplies and small tools and to manipulate both single sheets of paper and large document holders (manuals, binders, etc.); vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, manuals, or small tools and equipment for distances up to 50 feet.
ENVIRONMENTAL ELEMENTS: Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing department guidelines, policies and procedures.
An applicant who qualifies for veterans’ preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans’ preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans’ preference shall be exhausted upon appointment to a regular position from an eligibility list.
