Northeast Michigan Community Service Agency Facilities and Transportation Manager - West Branch in West Branch, Michigan
The Facilities & Transportation Coordinator plays a key role in supporting NEMCSA's early childhood programs by managing facility leases, contracts, licensing, and operational services across all program sites. This position helps ensure safe, compliant student transportation while maintaining cost-effective services, accurate documentation, and strong partnerships. From service negotiations to playground safety reviews, fuel card oversight, and coordinating fleet maintenance, this role helps keep our facilities and transportation systems running smoothly so programs can focus on serving children and families.
Essential Duties & Responsibilities: Other duties may be assigned.
The Coordinator oversees facility leases, transportation contracts, utilities, service agreements, and childcare center licensing. They review expenditures, secure cost comparisons and insurance documents, and ensure all costs meet federal requirements. The role also supports construction and repair projects, contractor compliance, and communication with Business & Support Services and ECS leadership.
Key Responsibilities Include:
- Managing leases, utilities, service contracts, and transportation agreements to ensure accuracy, compliance, and cost-effectiveness.
- Overseeing cell phone accounts, reviewing service use, and maintaining documentation.
- Supporting licensing processes, building projects, contractor quotes, and compliance with HSPPS, state licensing, and Davis-Bacon requirements.
- Maintaining strong communication with fiscal and management teams regarding contracts, expenditures, and safety concerns.
Transportation & Safety
- Maintain Playground Safety Inspector certification, complete site reviews, and participate in the Natural Playgrounds workgroup.
- Support bus fleet maintenance, driver qualifications, observations, and required trainings.
- Administer fuel cards and monitor credit activity for fiscal integrity.
- Assist delegate agencies with transportation compliance, documentation, and drill observations.
Compliance, Documentation & Support
- Ensure all facility and transportation activities meet federal and state regulations.
- Develop and update policies and procedures for facilities, maintenance, and transportation.
- Assist with transportation waivers, grants, and reporting.
- Process and approve invoices with proper coding and funding.
- Support CAPs, maintain required documentation, attend ongoing training, and participate in professional development, including membership in the Michigan Association of Pupil Transportation.
