Multi-State Compliance | Payroll | Benefits | Employee Relations

The Human Resources Manager is responsible for overseeing all HR functions with a strong emphasis on multi-state compliance, leave administration, unemployment claims management, payroll execution, benefits administration, and employee relations.

This role ensures compliance with federal and state employment laws across New York, Rhode Island, Massachusetts, Maine, Vermont, Connecticut, New Hampshire, and Arizona, particularly related to leave laws, disability programs, caregiver protections, unemployment insurance regulations, wage and hour compliance, and workplace safety.

Duties and responsibilities

Ensures legal and best practice in managing employee recruiting, qualifying, onboarding, training, wellness, continual evaluation and termination – to include documentation and records retention best practices

Talent Management & HR Administration

  • Ensure legal compliance and best practices in recruiting, onboarding, training, wellness initiatives, performance management, and terminations.

  • Maintain proper documentation and records retention in accordance with federal and state requirements.

  • Participate in and support new hire training programs.

  • Promote employee engagement, development, and professional growth.

  • Provide professional representation of the company in all employee interactions.

    Multi-State Compliance & Leave Administration

  • Ensure compliance with Family and Medical Leave Act (FMLA) and all applicable federal regulations.

  • Administer and maintain compliance with multi-state leave programs, including but not limited to:

  • New York Paid Family Leave (NYS PFL)

  • Massachusetts Paid Family and Medical Leave (MA PFML)

  • Rhode Island Temporary Caregiver Insurance

  • Connecticut Paid Family and Medical Leave

  • Vermont Paid Family and Medical Leave

  • Maine Paid Family and Medical Leave

  • New Hampshire Voluntary Paid Family & Medical Leave Program

  • Oversee applicable state disability programs.

  • Maintain required employee notices and documentation.

  • Monitor regulatory updates and recommend policy revisions to ensure ongoing compliance with federal, state, and local employment laws.

    Unemployment Insurance (UI) & Workers’ Compensation

  • Manage multi-state unemployment insurance claims, documentation, responses, and hearings.

  • Monitor unemployment trends to reduce liability exposure.

  • Ensure accurate wage reporting related to unemployment insurance.

  • Collaborate with Insurance and Safety departments on Workers’ Compensation claim resolution, safety remediation, and Return-to-Work (RTW) programs.

    Payroll & Benefits Administration (Multi-State)

  • Process and oversee weekly multi-state payroll in compliance with wage and hour laws, tax regulations, and reporting requirements.

  • Ensure accurate state tax withholding, unemployment contributions, and payroll reporting.

  • Optimize and maintain HRIS systems to support payroll accuracy and compliance in collaboration with Corporate

  • Administer employee benefits programs including medical, dental, vision, life, disability, supplemental plans, and 401(k).

  • Lead annual open enrollment processes.

  • Ensure compliance with ACA, COBRA, ERISA, EEO-1 reporting, and applicable state continuation laws.

    Employee Relations & Workplace Compliance

  • Serve as a trusted advisor to HR leadership and employees.

  • Conduct investigations involving employee complaints, policy violations, and workplace disputes.

  • Provide guidance on performance management, disciplinary actions, and terminations.

  • Develop conflict resolution strategies and promote equitable workplace practices.

  • Partner with Safety, Compliance, and Operations to uphold regulatory and operational initiatives.

    Policy & HR Operations

  • Maintain and enforce Employee Handbook policies.

  • Train managers on leave administration, unemployment processes, payroll compliance, and employee relations best practices.

  • Maintain HRIS data integrity and confidentiality.

  • Track HR metrics including retention and compliance trends.

Qualifications

Requirements:

  • Bachelor’s degree in Human Resources, Business Administration, or related field.

  • 5–8+ years of progressive HR experience, including multi-state HR management.

  • Demonstrated expertise in FMLA, Paid Family Leave (PFL), Paid Family & Medical Leave (PFML), disability programs, caregiver leave laws, and unemployment insurance claims management.

  • Experience managing multi-state payroll and benefits administration.

  • Strong knowledge of federal and state employment laws.

  • Proven investigative and conflict resolution experience.

  • Strong Microsoft Office proficiency.

  • High integrity and ability to maintain strict confidentiality.

  • Must pass post-offer, pre-employment drug screening and comply with company drug-free workplace policy.

  • Valid Drivers License, ability to travel for training.

  • Preferred

  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.

  • Experience with HRIS and payroll platforms (e.g., ADP, Paylocity, UKG).

  • Experience managing third-party leave administrators and unemployment claim vendors.
