Naval Sea Systems Command PROGRAM MANAGER in Washington Navy Yard, District Of Columbia
Summary You will serve as a PROGRAM MANAGER in the INACTIVE SHIPS OFFICE of NAVSEA HQ FIELD SUPPORT. Responsibilities You will function as a manager and supervisor to provide direction and strategies for planning, programming, budgeting, and execution of the Navy's inactivation and disposal of conventionally powered surface ships. You will serve to formulate, develop and implement internal program policies, methods, and procedures by which system development, production, fleet readiness, and business and financial products are pursued. You will collaborate with other stakeholders to provide technical direction for expenditures and resource utilization, adherence to schedules and milestones, and to oversee the performance of labs, shipyards, contractors, and field activities. You will exercise management and executive knowledge and have the ability to develop and oversee program operations, processes, goals and objectives that support near and long-term operating plans. You will address and provide direction for contractors engaged in programs. You will budget for programs, and balance goals and objectives with budget concerns of top-level management. You will execute all formal Planning, Programming, Budgeting System (PPBS), and related budget and financial planning, and present and justify budget to their stakeholders. You will be responsible for the development, sustainability, policy and initiatives that tailor approaches for program implementation. You will conduct and chair program reviews with personnel in government, vendors, shipyards, and collaborative efforts with other agencies. You will attend conferences and symposia and act throughout the agency on major program issues involving Navy, shipyard and contractor management. You will ensure that appropriate organizations use Government Furnished Equipment (GFE) and Government Furnished Material (GFM) available from ships designated for disposal. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-03; GS-13 equivalency) in the federal service or equivalent experience in the private or public sector advising on or developing acquisition life cycle strategies to provide direction or resource utilization for the integration of contract plans with program objectives.
