Summary You will serve as the Principal Assistant Program Manager for CVN 68 Class Refueling Complex and Overhaul (RCOH), PMS 312D in the In-Service Aircraft Carriers Program Office of PROGRAM EXECUTIVE OFFICE CARRIERS. Responsibilities You will manage the acquisition of program requirements responsible for the application of the ship/systems acquisition processes, policies, regulations, principles, and practices for all elements of program management. You will plan and execute the development of program office responses to Navy, OSD and Congressional and other inquiries concerning the RCOH program. You will be responsible for oversight of the management of cost, schedule, and performance toward the continuous improvement of the planning and execution of In-Service Aircraft Carrier RCOH availabilities using strategic thinking/problem solving. You will practice accountability of program management through the phases of system acquisition and sustainment, as applicable while ensuring effective defense systems are delivered to the warfighter. You will manage issues related to the long-term effects of negotiations with industry, Congress, OSD, the Joint Chiefs of Staff, and Component Major Commands. You will collaborate with internal and external organizations to resolve technical issues and scheduling matters concerning current and scheduled In-Service Aircraft Carrier CNO RCOH availabilities. You will supervise project managers in developing, organizing, analyzing, executing and monitoring planned requirements including training, mentoring, and fostering a diverse work force. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector conducting long range planning and execution of program or project requirements for the acquisition, in-service support, design, development, and modernization of surface ships. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position is covered by the Department of Defense Priority Placement Program.
