Responsibilities You will serve as the lead financial analyst, (Business and Financial Manager), within the Advanced Submarine Systems Development and Submarine Stealth Integration Project Office, supporting the Program Executive Officer for Attack Submarines. You will manage and oversee the budget. You will conduct thorough analyses to ensure compliance with statutory, regulatory, and policy requirements. You will be responsible for developing and maintaining budget documentation, coordinating with various stakeholders, and providing expert advice on financial strategies to optimize program outcomes. You will leverage your financial management skills to review and revise operational budgets to reflect changes in funding or program objectives. You will provide financial oversight to ensure efficient use of funds and are responsible for evaluating data and recommending changes to improve effectiveness. You will present findings, recommendations, and status updates to senior leadership and other key stakeholders. You will act as the primary financial point of contact for the Program, collaborate, and work closely with cross-functional teams, as well as coordinate with senior and field financial authorities to resolve financial issues. You will build strong partnerships with internal and external stakeholders to facilitate smooth budget execution to support continuous improvement in the acquisition processes. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-12/13 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing financial, contractual, or programmatic activities to develop reports for stakeholders on program requirements, performance, or operations. Examples of Qualifying Experience: Knowledge of fiscal policy and regulations. Experience with budgeting cycles and tools. Knowledge of fiscal database and tools (ERP, NEPS, PBIS, WAWF, etc). Experience applying finance and budget-related guidance (e.g., laws, regulations, policies, precedents) in the formulation of budgets and the management and execution of appropriated Experience using Navy Enterprise Resource Planning (NERP) system in the budgeting and execution of appropriated funds. Experience using the Navy Program Budget Information System (PBIS) and Enterprise Data Warehouse (EDW). Applies finance and budget-related laws, regulations, policies, precedents, principles, concepts and methodology used in the DoD Planning, Programming, Budgeting and Execution System (PPBES) in the timely budgeting and execution of Research, Development, Test & Evaluation Navy (RDT&EN), Other Procurement Navy (OPN), and Operations & Maintenance Navy (O&MN) appropriations. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. The salary range shown in the announcement represents all of the positions within the NH-4 broadband level, however the salary range for this position is capped at GS-15, step 5, currently $191,850. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
