U.S. Secret Service Supervisory Management and Program Analyst (Reemployed Annuitant and ICTAP eligibles) in Washington, District Of Columbia
Summary The Secret Service is seeking retirees of the Federal Employee Retirement System (FERS) or Civil Service Retirement System (CSRS) to support our integrated mission and impart knowledge and experience to the current workforce. Joining the Secret Service, the Office of Training, James J Rowley Training Center will allow you to oversee, develop, administer, and coordinate training programs for all the Secret Service personnel and the other selected government agencies. Responsibilities The selectee will serve as a Supervisory Management and Program Analyst in the Office of Training, James J Rowley Training Center. Typical work assignments include: Serve as the principal advisor and provide resource management information and guidance to the executive leadership and other high-level personnel on all matters pertaining to mission assignment within their respective divisions. Provide recommendations to the leadership of USSS Headquarters (HQ) regarding establishing program processes to maintain the effective utilization of personnel and financial resources necessary to support the division mission, training readiness, equipment maintenance, and supply missions. Participate in meetings with other management officials to discuss major program changes, reorganization, as well as equipment needs. Plan the overall objectives to be accomplished by subordinate supervisors, set priorities, evaluate performance of subordinates; give advice when required; counsel of instruction to individual employees on both mission objective and administrative matters, interview candidates for positions in the Directorate and make recommendations for appointment, promotion, or reassignment involving such positions. Provide management oversight and evaluate the effectiveness and efficiency of overall processes and procedures. This Supervisory Management and Program Analyst position starts at a salary of $169,279.00, GS-15 Step 1, with potential to $197,200.00, GS-15 Step 10. Dual Compensation Offset Waiver Approved for Rehires: This announcement is being used to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed 12/31/2028. Annuitants who are reemployed with a salary offset waiver (dual compensation) are eligible for: Full annuity and full Federal salary. Annual and sick leave (not applicable for an intermittent work schedule) Full-time, part-time, or intermittent work schedules. Receive overtime (on a full schedule). Overtime hours are counted towards maximum hour limitations. New hires under this authority will be offered a 4-year, non-status, term appointment in the competitive service. Appointments that continue past December 31, 2028, may be subjected to salary offset (reduced) if the OPM dual compensation salary offset waiver is not renewed. Annuitants who are reemployed with a salary offset waiver (dual compensation) are NOT eligible for: Additional retirement coverage (other than Social Security coverage). TSP Contributions. Qualifications To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. GS-15 Specialized Experience: You qualify for the GS-15 level (starting salary $169,279.00) if you possess one year of specialized experience equivalent to the GS-14 level performing duties such as: Providing guidance to senior executives on all matters related to mission assignment within their respective divisions. Reviewing and analyzing programs and training support functions to increase productivity, efficiency, and ensure fiscal responsibility. Establishing policies and procedures for the effective and economical operations of various programs. Planning and leading the work of subordinates to manage day-to-operations.
