Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Operations Directorate in Washington, D.C. Responsibilities In this position, you will plan, lead, and oversee complex programs and projects, configuration/change management, and asset management at USBP Headquarters. This role directly enables CBP and the U.S. Border Patrol to execute their border security mission by ensuring reliable, integrated, and cost effective tactical communications capabilities across the enterprise. This position starts at a salary of $121,785.00 (GS-13, Step 1) to $187,093.00 (GS-14, Step 10) with promotion potential to $187,093.00 (GS-14, Step 10). As a Program Manager, you will be responsible for leading and coordinating complex programs and projects at USBP Headquarters. Typical duties will include: Overseeing the planning and execution of program activities, including development and approval of multi year work plans, project planning, configuration and change management, and application of program and project controls, while managing the allocation and distribution of funds. Determining goals and objectives that need additional emphasis; developing measures that evaluate performance; making recommendations for program/project improvement; and managing all resources as corporate assets. Serving as a change agent by leading cross organizational projects and applying quantitative and qualitative analytical methods and process improvement techniques to enhance service delivery, reduce costs, and improve operational effectiveness. Leading and coordinating efforts of subject matter experts, stakeholders, and USBP personnel across DHS and CBP to gather and analyze information, develop and present program plans and recommendations, and build consensus to accomplish program requirements. Qualifications Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading segments of complex programs or projects (such as communications, technology, or mission-support efforts), including planning, scheduling, and tracking tasks, resources, and milestones to meet established objectives and deadlines; Applying quantitative and qualitative analytical methods (e.g., data analysis, performance metrics, process mapping) to evaluate program effectiveness, identify issues, and recommend improvements to quality, cost, or process cycle time; Developing and presenting written reports, briefings, or business case documentation that explain findings, alternatives, and recommended courses of action to management for program or project decisions; Coordinating with cross functional stakeholders (e.g., program offices, technical staff, field units, and other organizational components) to gather requirements, resolve issues, and align project activities and resource decisions with mission needs and internal control requirements. You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading complex, cross-organizational programs or projects (such as communications or mission-support initiatives), including defining scope, establishing multi year work plans, managing risks, and delivering results aligned with mission objectives; Developing and implementing performance goals, metrics, and evaluation methods (quantitative and qualitative) to assess program effectiveness, identify gaps, and recommend improvements that enhance quality, reduce cost, or shorten process cycle time; Overseeing the allocation and distribution of program funds and other resources as corporate assets, and ensuring the use of internal controls to prevent fraud, waste, and misuse in accordance with applicable laws and policies; Formulating and interpreting program management policies, regulations, and guidance, and providing authoritative advice and recommendations to senior leadership on complex, precedent setting issues affecting organizational operations; Collaborating with senior leaders, subject matter experts, and stakeholders across internal and external organizations to analyze requirements, develop and present program plans or business cases, and build consensus for implementation.
