Federal Aviation Administration Program Manager (Business Intelligence Team Manager) in Washington, District Of Columbia

Summary This position is located in Management Services. This Service Unit is responsible for providing essential management support services throughout the Air Traffic Organization (ATO). These services include customer strategy, labor and employee development, people services and financial services. Responsibilities The Program Manager serves as the manager of a cross-functional team responsible for conducting historical and predictive trend analysis, integrated products, and work activities that directly impact the tactical and strategic objectives of the ATO; and often impact the objectives of the FAA as a whole. Duties typically include: strategic planning, communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organizational units, managers and employees, coaching and developing staff and organizational capabilities, approving leave, and taking, recommending or approving corrective/disciplinary action, as appropriate.Knowledge of program management to integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget etc) for a major organization. Organizes programs and activities in accordance with the mission and goals of the organization. Develops new programs to support the strategic direction of the organization. Defines, acquires, allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/programs and across multiple functions and/or disciplines. Monitors progress to ensure program milestones are being met across the various projects and programs. Ensures deliverables are aligned across the projects in the program. Directs subject matter experts (SME) who specialize in the development of new and innovative approaches, methodologies, techniques and process improvements, e.g. Business Acumen and analytics. Manages multi-level organizational teams responsible for evaluating the relationships between major program changes and status of organizations, through partnership with ATO Analysts and SME to create actionable products that provide predictive and prescriptive analytics to enable informed management decisions. Applies a detailed knowledge of the technical aspects of the work that is directed, and applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/ programs to accomplish mission objectives. Directs teams in supporting ATO groups in conducting requirement interviews, analyzing documents, and drawing connections so that ATO lines of business are able to develop clear business decisions and formulate processes using task and workflow analysis, i.e. Business Analysis Body of Knowledge (BABOK) baseline standards. Develops an evaluation method to assess program strengths and identify areas for improvement. Evaluates multiple sources to resolve conflicts and differentiate between actual and required user needs while effectively communicating with internal teams and external organizations to deliver functional requirements. Possesses detailed knowledge of qualitative and quantitative methods of assessing and analyzing programs, management and business operations to provide guidance to subordinate managers and staff in resolving problem that may involve data or systems analysis to determine causal factors, without the intervention of higher level management except where ATO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. Has broad discretion to ensure the alignment of all projects/ programs with the short and long-term objectives of AJG and the ATO. Communicates with internal and external Lines of Business (LOB), i.e., management at the Senior Executive, SU and SA level. May represent the ATO and SU organizations as a primary point of contact for policies and procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the AJG, to establish new policies/procedures, and to make exceptions. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14/15 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: -Experience with qualitative and quantitative methods for assessing and analyzing programs efficiencies, management operations, and business acumen for process improvements. AND -Experience designing data strategies to extract reporting activities for determining project/program performance.
