Noblis Program Management Analyst (Multiple Levels) in Washington, District Of Columbia

Responsibilities

Overview

We are seeking multiple levels of skilled and detail-oriented  Program Management Analysts  to provide analytical, acquisition, and programmatic support for aviation safety and modernization initiatives within the  Federal Aviation Administration (FAA) . This position supports program planning, performance management, and investment analysis activities critical to the FAA’s mission to maintain the safest and most efficient aerospace system in the world.

The ideal candidate combines strong quantitative and qualitative analysis capabilities with experience supporting complex technical programs, financial modeling, and acquisition lifecycle management.

Required Qualifications

Key Responsibilities

  • Conduct  qualitative and quantitative analyses  to support project planning, execution, and life cycle management.

  • Perform  acquisition planning and management  activities in accordance with FAA’s  Acquisition Management System (AMS) , including investment analysis and portfolio governance support.

  • Develop and analyze  risk mitigation plans , cost models, and performance metrics to ensure program and project success.

  • Apply knowledge of  work breakdown structures (WBS), cost accounting principles, and financial management models  to support effective resource planning and execution.

  • Support  schedule development, performance measurement, and variance analysis  across multiple technical and administrative workstreams.

  • Assist in  budget formulation, financial forecasting, and tracking of program expenditures , ensuring compliance with contractual and FAA requirements.

  • Support  program documentation and reporting , preparing executive-level briefings, financial summaries, and performance dashboards.

  • Participate in  portfolio management and governance reviews , contributing to data-driven decision-making.

  • Provide  investment analysis and life-cycle cost analysis  support for AMS investment decisions and acquisition milestones.

  • (Preferred) Track and maintain documentation related to  Unmanned Aircraft Systems (UAS) Certificates of Authorization (COAs)  and related regulatory or operational data.

Program Management Analyst

Required Qualifications

  • U.S. citizen or green card permanent resident (3+ years U.S. residency)

  • Experience with FAA and the environment.

  • Education and Experience:

  • Bachelor’s degree in a related technical, business, or management discipline and  2+ years  of experience performing the above duties;  or

  • High school diploma and  5+ years  of directly relevant experience.

  • Demonstrated experience performing analytical, acquisition, and financial management functions within complex technical programs.

  • Proficiency in  Microsoft Office Suite , particularly Excel (data modeling, analysis) and PowerPoint (executive briefings).

  • Strong analytical, organizational, and problem-solving skills with attention to accuracy and detail.

  • Excellent communication skills, with the ability to prepare concise reports and effectively brief technical and management personnel.

D.C. Salary Range: $53,900-$101,950

Senior program Management Analyst

Required Qualifications

  • U.s. citizen or green card permanent resident (3+ years U.S. residency)

  • Experience with FAA and the environment.

  • Education and Experience:

  • Master’s degree in a related technical, business, or management discipline and  5+ years  of relevant experience performing the above duties;  or

  • Bachelor’s degree in engineering, science, or a related field and  8+ years  of progressively responsible program management analysis experience.

  • Proven experience supporting  complex federal or technical programs , with demonstratedexpertise in business, financial, and acquisition management.

  • Strong knowledge of  FAA Acquisition Management System (AMS)  or similar acquisition frameworks.

  • Proficiency with  Microsoft Office Suite , including advanced Excel for data modeling and PowerPoint for executive-level reporting.

  • Excellent analytical, organizational, and communication skills, with the ability to synthesize complex data into clear, actionable information.

D.C. Salary Range: $66,200 - $135,625

Desired Qualifications

  • Experience supporting FAA programs or other federal aviation, defense, or transportation agencies .

  • Familiarity with FAA Acquisition Management System (AMS) processes and investment analysis documentation.

  • Experience with Unmanned Aircraft Systems (UAS) programs or Certificate of Authorization (COA) tracking and reporting.

  • Working knowledge of portfolio management, Earned Value Management (EVM), and performance measurement frameworks .

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
