Summary The Recruiting Manager acts as the first line manager and senior technical member of the Recruiting section. Provides leadership and management to drive results for the Board's recruitment practices and strategies. Leads a team of recruiting professionals for the execution of recruitment strategies, plans and programs. Develops and manages recruiting initiatives for the Board in whole or in part as determined by each division at the Board. Continually assesses Recruiting Center of Excellence (COE) effectiveness and initiates technology, process and team performance improvements. Develops the strategic plans and objectives of the Recruiting section in partnership with customer and key stakeholders. Performs analysis and leads projects related to recruitment and hiring activities. In partnership with others, develops and executes recruiting outreach plans and recruitment methodologies. Coordinates the development of selection criteria and recruiting training for managers as needed. Stays abreast of evolving recruitment practices and makes recommendations on the future direction of Board recruiting programs. Duties and Responsibilities
- Manages and evaluates recruiter activities and provides strategic and tactical directions where needed to meet recruiting goals, to include workload assessment, client satisfaction, recruiter performance, tools assessment and cost management for recruiting activities. Executive level interactions when needed.
- Works collaboratively with Division of Management and Financial Services, People, Strategy & Operations (PSO), and Business Partners to build recruiting plans to include the development, design, implementation, and evaluation of recruiting outreach plans.
- Conducts analysis of effective recruiting methodologies, ensures cost-effective approaches in candidate pool development. Reviews data and prepares trend analysis and recommendations to management.
- Develops and manages the PSO Recruiting budget.
- Recommends policies and procedures in area of responsibility to ensure compliance with all applicable laws and regulations. Ensures that appropriate policies and internal controls are in place and functioning as intended. Manages specific Recruiting initiatives and participates in other cross-functional initiatives. Liaise and consult with Compensation, Benefits, Development & Performance, Legal and Business Partners as necessary.
- Provides presentations and/or recommendations to HR leadership on all aspects of recruitment strategies, including the impact of salary, benefits, and internal/external perception on employee engagement and retention.
- Develops relationships with third party recruitment agencies and staffing firms. Serves as Contracting Officer’s Technical Representative (COTR) and manages the procurement and measurement process. Manages contractual relationships with placement agencies and contract recruiters. Also manages contacts with job boards, job fairs and various internet job search and Social Media websites for posting position vacancies.
- Monitors recruiting and labor market trends and keeps management abreast of such trends.
- Works with senior officers and/or an executive recruiter as needed in placing high impact executives in key roles.
- Develops measurements to assess the effectiveness of the Board’s Recruiting activities.
- Resolves recruiting issues escalated by hiring managers and candidates.
FR- 27: Bachelor’s degree or equivalent acquired through extensive work-related experience and a minimum of six years of relevant experience.
FR-28: Bachelor’s degree or equivalent acquired through extensive work-related experience and a minimum of eight years of related experience with increasing levels of responsibility and at least two years supervising staff.

Expertise in recruiting techniques, best practices and an excellent grasp on the use of the internet and social media in marketing and recruiting.
Must have a broad understanding of the interrelationships between recruitment and other human resources disciplines
Must have or be able to quickly acquire a thorough understanding of the Board’s policies and procedures, as well as a general understanding of the operations of major divisions
Management years of experience may be considered equivalent to experience leading programs, projects, processes, vendors, budgets, mentoring staff, etc.
Preferred Skills/Experience

Capability to apply knowledge of Artificial Intelligence (AI) best practices to recruiting
Experience in both government and private sector organizations
Demonstrated ability to effectively collaborate with cross-functional teams to deliver expected outcomes
Strong oral presentation skills; comfortable presenting briefings or recommendations to senior management and the Board
Ability to proactively anticipate needs of senior management while providing clear guidance to staff

Strong emotional intelligence, with a keen ability to read social cues and adapt leadership style accordingly
