Summary This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Management and Program Analyst, you will analyze and evaluate the effectiveness and efficiency with which assigned DOE organizations and their components carry out their programs and functions and to develop information, advice, and recommendations for management to use in making decisions on the administrative and programmatic aspects of agency operations and management. Responsibilities This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. As a GS-14 full performance, Management and Program Analyst, you will: Provide leadership, applying a wide range of qualitative and quantitative techniques in developing, formulating, and executing the Office's budget. Identify and assess significant, controversial, and unprecedented problems, and develop innovative solutions to achieve desired results. Represent the Financial Management Director on budget related matters with Department of Energy (DOE), Office Director of National Intelligence (ODNI) and Office of Management and Budget (OMB) senior officials and provide authoritative advice, leadership on significant programming, budget policy, and procurement issues. Develop policies for planning, reporting, and evaluating assigned programs and functions to include goal setting, tracking, and reporting requirements, and the evaluation and analysis of plans and reported data. Requirements Conditions of Employment Qualifications GS-14: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following Analyzing financial management data and cost trends to alert leadership to any potential problems. Providing advice to senior leadership during the planning and budget development phase to identify any issues that may occur. Experience working with the Federal budget process and knowledge of budget policies, directives or regulations. GS-13: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following Assisting with analyzing financial management data and cost trends to alert leadership to any potential problems. Handling data accurately and with attention to detail, and ability to generate reports and work with spreadsheets. Providing guidance to managers on matters related to programming, budget policy, or procurement issues. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
