Office of Administration Emergency Management Specialist (Continuity Response Team Readiness Coordinator) in Washington, District Of Columbia

Summary This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Operations Officer (OCOO), Contingency Operations Division (COD). The incumbent performs a variety of administrative & programmatic duties required to support and maintain the readiness of the EOP Continuity Response Team (CRT) and other COD programs. Responsibilities As an Emergency Management Specialist (Continuity Response Team Readiness Coordinator), GS-0089-11/12, your typical work assignments may include the following: Provides staff support needed to maintain EOP continuity and life safety teams. Updates and maintains continuity team rosters and validates rosters with EOP components and other partners to ensure accuracy and readiness for an incident that could occur with little or no notice. Maintains access lists for continuity facilities and other emergency preparedness programs, processes access requests and removals, and interfaces with host facilities and other internal and external partners regularly to synchronize and de-conflict efforts. Revises and updates continuity and emergency preparedness plan to ensure the EOP is prepared for a range of potential threats and hazards and can continue essential functions during disruptions to normal operations. Revises, updates, and distributes emergency procedures, quick reference guides, checklists, contact lists, and other documents related to emergency preparedness, incident management, and continuity of operations. Provides operational emergency management support and assistance to ensure the safety of EOP staff and the continued performance of essential functions during incidents, events, or threats that affect the EOP Campus. Schedules and supports delivery of classified and unclassified briefings and familiarization tours for EOP continuity team members. Provides subject matter expertise and guidance to internal and external partners related to emergency preparedness and continuity of operations policies, procedures, and programs. Requirements Conditions of Employment Qualifications MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service, or equivalent experience in the private sector, that demonstrates all of the following: (1) Developing emergency planning products such as continuity of operations (COOP) plans, business resilience plans, emergency response plans, or emergency procedures to ensure an organization or community can respond to, recover from, and/or continue essential functions during an emergency or disaster; (2) Managing projects, to include building relationships with project stakeholders, managing deadlines and tracking progress; and (3) Supporting program activities related to national security, emergency preparedness, business resilience, or emergency response. -OR- B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. -OR- C. A combination of education and experience as listed above. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service , or equivalent experience in the private sector, that demonstrates all of the following: (1) Developing emergency planning products such as continuity of operations (COOP) plans, business resilience plans, emergency response plans, or emergency procedures to ensure an organization or community can respond to, recover from, and/or continue essential functions during an emergency or disaster; (2) Managing projects, to include establishing priorities, building partnerships with project stakeholders, managing deadlines, tracking progress, and implementing solutions ;(3) Implementing program activities related to national security, emergency preparedness, business resilience, or emergency response. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
