Forest / Warren Human Services Fiscal Technician in WARREN, Pennsylvania
Position assists the County Fiscal Operations Officer 3 in budget preparation for specified programs. Includes recording, reviewing, processing, and controlling financial records and documents, examines financial records and documents for propriety, quality and conformance to established accounting procedures & maintenance of diversified bookkeeping systems, posts data to program ledger accounts from subsidiary reports and papers, maintains expenditure and budgetary control accounts & prepares reports on same, etc.
Qualifications: One year as a Fiscal Assistant or three years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; and graduation from high school; or one year of experience in maintaining and reviewing fiscal records and an associate degree in accounting or business administration; or any equivalent combination of experience and training.
Duties and responsibilities (include but are not limited to):
- Budget preparation, working closely with the Assigned Associate Program Director.
- Reviews, posts, processes, and controls a variety of financial records and documents.
- Examines a variety of financial records and documents for propriety, quality and conformance to established accounting procedures and maintenance of diversified bookkeeping systems.
- Responsible for the establishment and review of internal processing procedures.
- Posts data to program ledger accounts from subsidiary reports and papers, takes trial balances, and prepares financial reports consistent with State and County requirements.
- Analyzes forms, correspondence, audit and investigation reports, and other fiscal records to determine completeness, accuracy of information, and compliance with program rules and regulations.
- Maintains expenditure and budgetary control accounts and prepares reports relating to account and fiscal status.
- Works closely with the Assigned Associate Director of respective programs.
- Performs other related work as requested/required. Crosses program lines when the need arises.
- Utilize agency vehicles as transportation to perform job duties that require travel outside of the agency.
Work toward a trauma informed, coordinated, and collaborative system of services and support driven by the youth, adults, and families it serves.
Required Knowledge, Skills, and Abilities:
- Thorough knowledge of bookkeeping /accounting principles and practices.
- Knowledge of modern office practices and equipment.
- Ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately.
- Ability to prepare financial reports and statements.
- Ability to apply and adapt established methods to financial transactions
