HTC Global Services Inc Technical Project Manager in Walnut Creek, California

Job Title: Technical Project Manager (TPM) / Product Owner Role Summary We are seeking an experienced Technical Project Manager / Product Owner to lead product strategy, technical backlog management, and end-to-end project delivery across on-premises, hybrid, and cloud environments. The role requires strong technical acumen, stakeholder management skills, and expertise in Agile and PMP methodologies.

Key Responsibilities:

  • Product Ownership & Strategy

  • Own and drive the product roadmap, aligning with business objectives and technical strategy.

  • Define product vision, goals, and long-term direction in collaboration with senior leadership and stakeholders.

  • Make strategic trade-offs between feature development, technical debt, and resource allocation.

  • Technical Backlog Management

  • Manage and prioritize the product backlog, including user stories, epics, and technical tasks.

  • Collaborate with engineering teams to create technically sound and well-defined user stories.

  • Incorporate performance, scalability, security, and architectural considerations into planning.

  • Ensure backlog readiness for sprint planning and execution.

  • Cross-Functional Leadership

  • Act as the primary liaison between business, development, DevOps, architecture, security, and QA teams.

  • Lead discussions on system architecture, API integrations, cloud infrastructure, and DevOps pipelines.

  • Provide technical guidance to teams and ensure solution feasibility and alignment with enterprise standards.

  • Project & Program Management

  • Plan, execute, and oversee IT initiatives using PMP principles and best practices.

  • Develop project plans including scope, timelines, budgets, resource allocation, and risk mitigation.

  • Monitor project performance, manage risks, and provide status reports to senior leadership.

  • Drive effective communication among stakeholders and ensure successful project delivery.

  • Ensure documentation, knowledge transfer, and long-term sustainability of delivered solutions.

  • Methodology & Process Governance

  • Apply Agile, PMP, and RUP methodologies as appropriate for project complexity.

  • Promote Agile best practices and hybrid delivery models.

  • Coach teams on process improvement and tool optimization (e.g., JIRA, Confluence).

  • Foster a culture of continuous improvement and operational excellence.

  • Risk Management & Issue Resolution

  • Proactively identify risks and implement mitigation strategies.

  • Act as the escalation point for project issues and remove blockers.

  • Manage change control processes while maintaining scope, timeline, and quality standards.

  • Infrastructure & Cloud Management

  • Oversee applications across on-premises, hybrid, and cloud platforms.

  • Collaborate with infrastructure and cloud teams to ensure system stability, security, and performance.

  • Support cloud migration initiatives and modernization strategies.

  • Ensure governance, monitoring, and optimization of all application environments.

  • Compliance & Quality Assurance

  • Ensure compliance with regulatory and security standards (SOX, PCI-DSS, GDPR, HIPAA, ISO).

  • Partner with cybersecurity teams to mitigate vulnerabilities and security risks.

  • Drive audit readiness, risk assessments, and disaster recovery planning.

  • Oversee QA governance, ensuring traceability between requirements and test cases.

  • Ensure proper documentation of test plans, scripts, and defect tracking.

Required Qualifications:

  • Bachelor’s degree in Computer Science, Engineering, or related field (Master’s preferred).

  • 8+ years of experience in IT project management and product ownership roles.

  • Strong understanding of system architecture, APIs, cloud platforms (AWS/Azure/GCP), and DevOps practices.

  • PMP certification preferred; Agile certifications (CSPO/SAFe/PMI-ACP) are a plus.

  • Experience working in regulated industries (financial services preferred).
