Office of Personnel Management Supervisory Program Analyst in United States
Summary As a Supervisory Program Analyst at the GS-0343-14, you will be part of HR Solutions Office of Personnel Management. If selected, you will be responsible for leading acquisition oversight activities, supervise Contracting Officer's Representative (COR) staff, and drive program performance through acquisition process development, contract oversight, and stakeholder engagement to ensure efficient, compliant, and strategic acquisition operations. Responsibilities Supervise and manage end-to-end acquisition processes, ensuring timely and efficient procurement of goods and services. Ensures all acquisition activities comply with Federal Acquisition Regulation (FAR), agency policies, and applicable laws. Establish and maintain effective relationships with vendors and suppliers to ensure the best value for the organization. Monitor and manage the acquisition budget, ensuring cost-effective procurement and adherence to financial guidelines. Prepare and present regular updates on acquisition activities, including progress, challenges, risks, and recommendations for improvement, including developing mitigation strategies for executive leadership briefings. Lead contract negotiations with vendors, ensuring favorable terms and conditions for the organization. Collaborate with GSA's acquisition team and OPM's procurement team on acquisition activities. Interpret acquisition guidance and set division-wide standards and procedures for acquisition activities. Supervisory Responsibilities: Plan, assign, and evaluate the work of a team of acquisition professionals providing assisted acquisition services to federal agencies. Establish priorities, assign resources, and monitor workload to ensure timely and high-quality support. Identify training needs and provide professional development opportunities for the acquisition team to enhance their skills and knowledge. NON-BU POSITIONS (BU Code - 8888): This position is not eligible for inclusion in a bargaining unit Qualifications For the GS14: You must have at least one (52 weeks) full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) that demonstrates all of the following: Creating cost estimates and resource requirements for contracts, interagency agreements, and/or other acquisition vehicles supporting organizational programs. Applying quantitative and qualitative analysis techniques to evaluate the effectiveness of programs in meeting organizational goals or objectives. Analyzing program budgets, resource allocation, or financial data to support strategic decision-making for leadership. Managing stakeholder relationships and coordinating with internal and external partners to support acquisition program objectives. Applying acquisition regulations, including the Federal Acquisition Regulation (FAR), to ensure compliance and improve program effectiveness. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level.
