Job Summary

The Sr. Program Manager provides strategic leadership and independent oversight across multiple operational functions (HR, procurement, D&T, finance, contracting, comms, domains), ensuring seamless execution of complex programs and compliance with federal standards. This role exercises significant judgment in prioritizing initiatives, resolving operational challenges, and implementing process improvements. The Sr. Program Manager independently develops strategies for operational matters, while proactively identifying risks and driving mitigation plans. Acting as a key decision-maker, this position collaborates with stakeholders to align program objectives with organizational goals, ensures resource optimization, and leads cross-functional teams to achieve mission-critical outcomes for federal programs and projects.

Primary Job Functions

  • Collaborate closely with the Operations Lead and Alliance Director to translate strategic and operational objectives into actionable plans, ensuring day-to-day execution aligns with program goals and organizational priorities.

  • Direct and advise on operational activities in the absence of the Operations Lead, ensuring continuity of critical workflows, resolving issues, and making informed decisions to maintain alignment with strategic objectives and organizational standards.

  • Interpret and apply federal compliance standards to daily operations, advising teams on best practices and ensuring adherence across program areas.

  • Develop and execute Standard Operating Procedures (SOPs) across key operational domains—including but not limited to HR, Finance, Contracting, and Communications—in collaboration with team members, ensuring clarity, consistency, and alignment with organizational standards while driving adoption and continuous improvement.

  • Drive and optimize operational workflows by independently establishing priorities, ensuring alignment with established SOPs, proactively identifying deviations, and implementing corrective actions or process improvements to maintain efficiency and compliance.

  • Oversee organizational health, by reviewing performance indicators, and operational activities driving improvements independently through the implementation of a standardized and repeatable project review process

  • Analyze monthly financial performance, including labor, expenditures, and profit/loss metrics, and collaborate with the Operations Lead, Alliance Director, and Finance Manager to identify trends, recommend corrective actions, and drive and own improvements that align with organizational objectives.

  • Coordinate and influence communications between internal teams and external stakeholders in partnership with the Communications Director, ensuring timely information flow, alignment with messaging standards, and proactively resolving conflicts or bottlenecks.

  • Provide strategic oversight and guidance throughout all phases of the contracting process with clients and subcontractors, including proposal development, by ensuring alignment with program objectives, advising on compliance requirements, and influencing decision-making to support successful outcomes in close coordination with contracting and legal teams.

  • Collaborates with marketing and business development in the preparation of proposed bids, staff calculations, procedures manual, safety plan development, SOPs, quality assurance and control plans, labor management, payroll management and equipment & materials management.

  • Develop and present reports, dashboards, and presentations for internal and client reviews, using judgment to highlight key insights and actionable recommendations.

  • Performs other duties as assigned.

Education, Experience and Certification

REQUIRED: Bachelor's degree in business, economics, or operationally related field.

REQUIRED: 8 years' Experience in projects or operations management position or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Highly experienced in government contracting and financial administration.

Working Conditions

  • Occasional exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc.

Knowledge, Skills, and Abilities

  • Knowledge of U.S. Government procurement regulations and labor laws.

  • Advanced management and employee relations skills.

  • Ability to work independently and recommend and direct solutions to problems.

  • Knowledge of Microsoft Office Suite, including Word, Excel, Access, PowerPoint and Project.

  • Superior attention to detail.

  • Proficiency in Microsoft Office Suite and project management tools.

  • Ability to work in a fast-paced environment while attending to multiple tasks and demands.

  • Must be able to successfully pass a government background screen for admittance to jobsites.
