Summary As a Director of Operations (Service Center Program Manager), you will manage and direct a Service Center organization and promote the effective operation and management of all Federally-controlled space and leased facilities within the Service Center. Location of position: GSA-PBS-Office of Facilities Management (PM) We are currently filling four vacancies, but additional vacancies may be filled as needed. Responsibilities Directs all activities of a Facilities Management Service Center providing a high level of technical expertise and administrative skill. Delivers a full range of building management services and programs, Leading a team of Supervisory Building Managers who lead Building Managers, Lease Administration Managers and Project Managers in the execution of operational activities to include Building operations, Building Maintenance, space management, lease enforcement etc.) Collaborates and strategizes with other senior managers to continually explore and implement a full range of facilities management processes, for example, building operations, construction management, contract administration, and lease administration business and operating practices that create a streamlined, efficient organization that delivers safe, high-quality space and services to agency customers. Provides strategic leadership and oversight of all facilities operations by supporting: Long-term master plans, Operating and capital budgets, Alignment of facilities initiatives with organizational goals, Oversight of compliance with safety, environmental, and regulatory requirements. Leads multi-disciplinary teams who provide direct maintenance, utilities, custodial, and grounds operations. Responsible for ensuring the reliability of critical building systems and delivering below below prospectus capital construction and renovation projects in federally controlled facilities Advises the Enterprise Commissioner and Assistant Commissioner on important matters relating to the management of large, complex Federally-controlled buildings within the Service Center area, including but not limited to facilities-related, customer-focused or community-related issues. Participates with higher-level management in formulating long range plans for PBS. Provides input and recommendations concerning capital investment projects, facilities operations, significant service trends, recurring problems and similar management concerns and opportunities. The GS-15 salary range starts at $147,945 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized Experience: is directing, managing, and coordinating: facilities management, project management, and contract administration services. business strategies, plans, objectives, programs, and policies. quality customer service and support to a diverse customer base by assessing customer's needs and satisfaction of customer's expectations. financial and budget planning for a complex program. Such experience must include: developing and implementing policy and procedures, including analyzing and monitoring programs or policies; presenting complex issues and providing recommendations to senior leaders; and developing and maintaining systems of records and internal controls.
