Southland Industries Senior Design Project Manager – Water/Wastewater in United States

Position Summary

Southland Industries is seeking a Senior Design Project Manager – Water/Wastewater to support the delivery of complex municipal water and wastewater treatment infrastructure projects.

This role is ideal for an experienced treatment plant design leader who wants to work at the intersection of engineering and construction. You will provide technical leadership from early project development through design, construction, and commissioning to deliver complex treatment plant upgrades, expansions, and rehabilitation projects within active operating facilities.

This position plays a key role in expanding Southland’s municipal wastewater capabilities and offers the opportunity to influence project strategy, improve constructability, and deliver real-world infrastructure solutions.

Position Details

Technical Leadership

  • Provide senior engineering leadership for water and wastewater treatment facility projects, including plant upgrades, expansions, rehabilitation, and greenfield facilities.

  • Ensure treatment strategies and solutions are appropriate, sound, feasible and will satisfy the operational goals and regulatory requirements.

  • Ensure treatment process requirements are translated into practical civil, structural, mechanical, electrical, process, and operational design solutions.

  • Lead development of basis of design documentation, process layouts, and technical design strategies for complex treatment facilities.

  • Guide engineering teams toward technically sound and constructible solutions that maximize project value for municipal clients.

Design Management

  • Lead and coordinate multi-disciplinary engineering teams across civil, structural, mechanical, electrical, and process disciplines.

  • Manage internal and external design partners to deliver engineering packages from conceptual design through construction documents.

  • Review engineering calculations, drawings, and specifications to ensure technical quality, completeness, and alignment with project objectives.

  • Support preparation of technical proposals, engineering reports, and project development deliverables.

Constructability & Risk Management

  • Evaluate constructability, sequencing, and operational constraints for treatment plant upgrades and expansions.

  • Develop phasing strategies, temporary works plans, and bypass strategies to maintain treatment operations during construction.

  • Identify technical and construction risks during early project development and collaborate with construction teams to develop mitigation strategies.

  • Apply lessons learned from prior treatment plant projects to improve project delivery and reduce execution risk.

Project Development & Delivery

  • Partner with project development, estimating, and construction teams to align engineering scope with project budgets, schedules, and delivery strategies.

  • Contribute to cost estimating, procurement strategies, and subcontractor coordination during preconstruction.

  • Support field engineering activities including site investigations, existing condition assessments, construction technical oversight and support.

  • Interface with clients, regulators, and project stakeholders to ensure technical solutions meet operational, regulatory, and project objectives.

Qualifications

  • Bachelor’s degree in Civil, Environmental, Mechanical, Electrical, or related engineering discipline.

  • Professional Engineer (PE) license or ability to obtain.

  • 12+ years of experience in municipal water and wastewater engineering for construction projects.

  • Experience delivering treatment plant construction projects including upgrades, expansions, and new construction.

  • Demonstrated ability to lead multi-disciplinary engineering teams.

  • Strong understanding of treatment requirements, strategies and processes, treatment systems and equipment, regulatory requirements, hydraulic systems, plant infrastructure and plant operations.

  • Experience collaborating with and/or being a member of construction teams to deliver projects in design-build, CMAR, or other collaborative delivery environments.

Pay: Final pay is determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data. For (Colorado/New York City/California/Washington/Maryland) this ranges from $143,000.00 - $214,000.00 plus annual incentive, benefits, and retirement program as outlined above.
