Summary This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner. The Office of Healthcare Programs (OHP) administers FHA's healthcare programs, the Section 232 Mortgage Insurance for Residential Care Facilities and Section 242 Mortgage Insurance for Hospitals programs. Both programs enable the affordable financing and refinancing of healthcare facility projects and are integral to HUD's community development mission. OHP's programs assist hospitals and residential care facilities (such as nursing homes and assisted living facilities) to more reasonably finance construction, renovation, acquisition, or refinancing projects. These programs strengthen local communities, improve access to healthcare, and decrease overall healthcare costs. As a Senior Account Executive, you will: Provide quality client service and for exercising prudent and effective management in dealing with the business risks posed by the healthcare facilities assigned. Identify and assist severely troubled healthcare facilities in financial distress, developing action plans for improving their financial condition, and authoritatively presenting such plans to the boards and executive management of the facilities. Oversee the technical functions of the team and be the primary point of contact for an applicant, insured, or assigned healthcare institution. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as: - Serving as a senior technical expert and team lead responsible for the oversight and management of complex, high-dollar portfolios, acting as the primary point of contact for internal and external stakeholders, and exercising independent judgment in evaluating financial, operational, and regulatory risks. AND - Analyzing severely troubled or distressed assets or institutions, developing and recommending corrective action plans and risk-mitigation strategies, and presenting authoritative recommendations to supervisors, senior leadership or executive-level officials to address financial distress and protect the Government's interests. AND - Developing, interpreting, and recommending policies, procedures, and strategic approaches for complex or non-standard transactions, ensuring compliance with statutory and regulatory requirements while balancing risk management, program objectives, and customer service. AND - Leading and advising multidisciplinary teams or mentoring staff in the resolution of complex or unprecedented cases, providing expert guidance that informs executive decision-making and supports organizational goals. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
