DHS Headquarters Regional Training Program Manager in United States

Summary This position is located in the Department of Homeland Security, Federal Protective Service (FPS), Philadelphia, Pennsylvania; San Francisco, California. Responsibilities FPS is hiring for law enforcement jobs that have an exciting opportunity! Once onboarded, you may be assigned for up to one year to support the D.C. Safe and Beautiful Task Force. The law enforcement component of the D.C. Task Force is a partnership of over 20 federal and local agencies working together to make D.C. the safest city in America. The primary purpose of this position is to provide technical expertise in developing, maintaining and managing new and existing training programs that contribute to the effectiveness of law enforcement, criminal investigation, security programs, and mission support functions at both the regional and/or national level. Duties performed: Support the development, management or modification of program guidelines, policies and short/long-range plans and/or program goals that apply to employees, contractors and/or training operations throughout a Region. Conduct on-going analyses of training needs through employee performance appraisals, job performance observation, consultation with staff members/supervisors, evaluation testing, formal studies, surveys, or other research methods. Analyze law enforcement training programs to identify broad-based training needs; and evaluate/modify instructional program and course curriculum, content, and materials, and research procedural changes as mandated by new laws and regulations. Plan and conduct investigations in violations of Title 18, United States Code, including homicide, rape, robbery, burglary, sex offenses, bribery, the use, sale, and/or distribution of narcotics, organized crime and its effects on Federal property. Develop plans/recommendations that improve administration, management and operations of substantial regional training programs across a variety of skills sets and duties, including oversight/management of mandates and organizational requirements. Travel: The incumbent will be required to travel frequently. Qualifications Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Planning, developing and/or implementing law enforcement training curricula or instructional resources used in a formal training program; Evaluating the operation of law enforcement training programs, such as program effectiveness, instructional methods, performance measurement, ongoing training needs analysis, etc., to assess alignment with organizational objectives; Participating in establishing and/or modifying training program objectives or content to meet law enforcement personnel training requirements or mandates; and Applying law enforcement practices involving criminal laws of Federal, State, or local jurisdictions to conduct criminal, civil, and/or administrative investigations. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Additional Conditions of Employment: Law Enforcement: The position shall possess law enforcement authority under 40 U.S.C. 1315, exercising such authority relating to criminal offenses to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public located and/or conducting business in government-owned or leased properties. Under vested 40 U.S.C. 1315 authority, the incumbent must also meet the following requirements: Mobility Agreement: This position may require the incumbent to be reassigned to a different geographic location. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect while assigned to this position. Motor Vehicle Operations: Incumbent must possess and maintain a valid Motor Vehicle Operator's license. Motor vehicles must be driven and managed in accordance with Office of Personnel Management (OPM) and Federal Protective Service (FPS) policies and guidance. Firearms Requirements: The incumbent must carry firearms and maintain proficiency in their care and use in accordance with FPS policy and standards. Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position. Pre-employment Medical Requirements: Prior to appointment the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
