Summary This position is organizationally aligned within the VA Police Modernization Office, Office of Security and Law Enforcement which ensures continuous force protection and mission assurance capability for the Department of Veterans Affairs (VA) in steady state and crisis conditions. This position, organizationally known as the Regional Law Enforcement and Security Director, serves as a senior law enforcement and security official within a defined geographical region. Responsibilities Responsible for the oversight, direction, and management of the law enforcement and physical security activities of all VA Medical Centers/Health Care Systems, Community Based Outpatient Clinics (CBOC), Veterans Benefit Administration (VBA) Offices, and local National Cemetery Administration (NCA) properties within the region. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Serves as the technical expert for the VA Police Modernization Office which includes law enforcement, police intelligence, investigations, as well as police offense reporting activities. The position is responsible for overseeing and ensuring unity of police services and security operations into a single mission-focused strategy. Formulates and publishes directives and other guidance directing law enforcement reporting, personal security, investigations, motor vehicle traffic supervision, carrying of firearms and use of force for law enforcement and security operations. Plans, organizes, and oversees the activities of the VA Police Modernization Office ensuring compliance with legal and regulatory requirements. Develops goals and objectives that integrate organization, and law enforcement and security objectives. Ensures efficient management of fiscal, personnel resources, and information management for VA Police services. Responsible for managing the execution of police and security business activities, such as area-wide contracts, police and security equipment and system purchases, Memorandums of Understanding, critical protection and security services, and short and long range strategic planning for VA's Police Services Resolves complex contracting issues that may affect the overall security posture crossing over multiple medical centers, regional VA benefits offices and national cemeteries. Researches new and innovative security devices compatible with national security directives and policies ultimately enhancing the security posture of VA assets Establishes, develops, and maintains effective working relationships with federal, state and local law enforcement officials and officials of interagency groups and national task forces. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Leading and managing field operations across multiple offices or geographic areas, including oversight of law-enforcement programs, personnel, resources, and mission delivery. Supervising admin staff, field supervisors, and operational teams, ensuring organizational goals, regulatory requirements, and enforcement standards are met. Directing regional investigations, compliance activities, and enforcement initiatives, including reviewing casework, approving operational plans, and ensuring adherence to federal policies and safety protocols. Developing, implementing, and evaluating regional strategies, policies, and performance metrics to improve effectiveness, consistency, and program integrity. Managing regional budgets, staffing plans, equipment allocations, and operational priorities to support agency goals. Coordinating with federal, state, local, tribal, and private-sector partners to support interagency operations, information sharing, and joint enforcement activities. Providing executive-level guidance, reports, and briefings to senior leadership regarding operations, risks, trends, and program outcomes. Ensuring compliance with legal authorities, policy directives, and administrative requirements while promoting accountability, workforce development, and operational excellence.
