General Summary

This Project Manager is assigned to the Pubic Works Capital Development Division and performs professional work on all phases of project life cycle from conception/initiation through closing, involves projects of considerable cost, scope and complexity. Projects may include but are not limited to new facility or infrastructure construction, renovations to existing facilities or infrastructures. Work is performed under limited supervision and reports to senior-level department management.

  • This position may be eligible for partial telework following successful completion of the probationary period; however, regular in-person meetings, trainings, and other on-site responsibilities are required.

The preferred hiring range for this position is between $73,809.90 - $90,398.33 Annually . Starting offer is based on applicable education, experience, and internal equity. Essential Responsibilities and Duties

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Serves as principal point-of-contact for assigned projects, manages projects through all phases of the life-cycle process, ensuring correct and timeliness of all phases of the project.

  • Identifies needs of stakeholders and develops/defines scope and objectives of assigned projects, develops project work plans, schedules, estimates, and resource/budget plans and requirements.

  • Conducts research, cost-benefits analyses and other studies for project planning and compliance with laws, regulations, standards, and procedures.

  • Develops contracts from bid packages and assists in the evaluation and award of bids.

  • Manages the integration of contractor tasks and review deliverables, provides technical and analytical guidance to team and recommends and/or takes follow-up action.

  • Coordinates with stakeholders by communicating with all involved to assess progress, needs, provide updates, etc., and organizing and leading project team meetings, documenting meetings, reports, and action plans.

  • Manages project budgets by tracking and/or forecasting required expenditures.

  • Provides administrative support by tracking financial and data information, reviewing and approving processes requiring regulatory approvals, reviewing and approving pay applications, change orders, records and report management.

  • Manages approved projects through all phases and activities ensuring compliance with all specifications, laws, regulations, codes, and safety standards; as well as applying industry best practices and approaches.

  • Maintains a high level of customer services including researching and resolving complaints/issues/discrepancies, recommending changes to improve services to the public and/or other customers while improving the plan design.

  • May participate and/or lead in the development of the Capital Improvement Program.

  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.

  • Regular and reliable attendance.

  • Subject to being called back to work to the City in emergencies or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines.

    When assigned to Public Works Engineering/Traffic Division

  • Manages transportation and/or accessibility projects, which may include but is not limited to road/multi-modal projects, bike and pedestrian access/safety, traffic projects, sidewalk and accessibility/ADA projects, ensuring alignment with the City’s ADA Transition Plan and Improvements.

  • Performs additional duties to support operational requirements as apparent or assigned.

Education, Experience and Skills

Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • Bachelor’s degree in construction management, architecture, engineering, or related field AND 2 years of work experience managing projects related to assigned area (building/structural; utilities; transportation; accessibility; and/or construction).

    OR

  • Associate degree/Technical School/two years of college in technical design area AND 4 years of work experience managing projects related to assigned area (building/structural; utilities; transportation; accessibility; and/or construction).

    OR

  • High School diploma or GED AND 6 years of work experience managing projects related to assigned area (building/structural; utilities; transportation; accessibility; and/or construction).

    OR

  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

    Certifications/Licenses/Other Requirements:

  • Must obtain and maintain a valid Virginia Driver’s License and acceptable driving record according to city criteria.

  • Required to successfully pass a pre-employment background check and pre-employment drug screen.

    Preferred:

  • Master’s degree in construction management, architecture, or engineering preferred, but not required.

  • Certification in project management with a professional organization such as AIA, USGBC, ASLA, IDSA, or PMI.

  • Engineer In Training (EIT), Professional Engineer (PE) License, or Project Manager Professional (PMP), and/or Master level HVAC or Electrical license; depending on position.

  • Thorough knowledge of project management principles and practices including plan development, budget development, design and construction processes, life-cycle planning, facility needs analysis and space management.

  • Thorough knowledge of applicable local, state, and federal laws, codes, regulations, policies, and procedures.

  • Thorough knowledge of applicable mechanical systems, designs, services, and installations of the industry.

  • Knowledge of procurement practices of goods and services with an understanding of the Virginia Public Procurement Act.

Communicates current and revised policies and makes recommendations regarding implementation. Interactions may involve communicating controversial positions and presenting sensitive issues. Physical Demands:

  • Computer software including Microsoft Office, CAD and other design and construction applications.

    Work Environment:

  • Work is performed in an office environment where there may be exposure to computer screen for extended periods of time, monitor glare and dust.

  • Work is indoors for the planning of projects, meetings with stakeholders and completing administrative duties.

  • Outdoor work is required to monitor and evaluate work projects, assess progress and deal with concerns and issues, which may include uneven terrain, varying temperatures and weather conditions; allergens, dust/dirt, fumes, electrical currents, in high or precarious places, in or around vibrations, moving parts, or traffic/roadways. The noise level is usually moderate to loud.

  • Expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, etc.); and any other equipment as apparent or assigned.

  • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee’s earnings history, tenure of service, and age. Our plan has a 5-year vesting period and an employee contribution of 5% of salary.

  • A Defined Contribution 401a plan in which fixed contributions are paid into an individual’s account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% vesting after three years of service. There is no required contribution from salary.
