Job Description

The Tax Commissioner is an elected Constitutional Officer responsible for every phase of collecting property taxes, from processing property homestead exemption applications through preparation of the digest, billing, accounting and disbursements.

Property taxes include those assessed on real estate, public utilities and ad valorem taxes on motor vehicles and mobile homes. These collections are disbursed to state, county, school and city governing authorities. As a tag agent for the State of Georgia, the Tax Commissioner is also responsible for the collection of all taxes, fees, and penalties for motor vehicles applicable under Georgia Code. The Tax Commissioner enforces all regulations mandated by the state.

The Tax Commissioner's Office is seeking a Program Analyst I to analyze and maintain property tax collection and homestead exemption systems. This is a professional level job where incumbents perform data audits and analysis, work procedure reviews, project management, and handle special projects. This Program Analyst position serves the Tax Commissioner’s Office by maintaining procedural documents, reviewing and approving property tax digest corrections, balancing batch property tax collections, and administering quality control programs. Team members in this role also provide support to managers and supervisors.

Essential Duties

  • Learning work procedures throughout the Tax Commissioner's Property Tax Division to support projects, process redesign, and documentation

  • Documenting process/procedures

  • Developing and maintaining reports, data analysis tools, and dashboards

  • Collecting and analyzing a wide variety of complex data and information

  • Administers reporting processes; translates user requests into selection queries; writes programs for the retrieval of system information; performs system queries.

  • Project management to facilitate, track and report special projects

  • Reviewing and approving property tax digest corrections

  • Administering homestead exemption programs and tax remittance processing

  • Assisting in tax digest preparation

  • Performing other duties of a similar nature

  • Due to the sensitive nature of this position, a background check is required.

Grade

The grade for this position is 100. Salary will be dependent on education and experience.

Effective 4/11/2023, this position is eligible for the Employee Referral Program.

Minimum Qualifications

  • Bachelor's degree in Accounting, Information Technology, Business Administration, or closely related field.

  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.

Preferred Qualifications in addition to the above minimum qualifications

  • 2-3 years of experience or achievement in project management or experience leading in a business/operational environment

  • Ability to observe tasks or functions and create documented office policies, standard operating procedures, or training material

  • Experience and achievement in auditing data or work procedures

  • Strong business and technical writing skills

  • Strong query writing skills

  • Proficiency in applications such as SharePoint, MS Project, SSRS, SQL, and Power Bi

  • Advanced skills in MS Office - more specifically Excel

  • Strong analytical and reasoning skills
