Overview
We are looking for a Product Owner / Business Analyst to support complex public sector initiatives, working at the intersection of business and IT. The role focuses on driving scope clarity, stakeholder alignment and delivery readiness across multi-system environments.
Responsibilities:
Own a defined product or product area and ensure clear functional ownership across the IT delivery lifecycle
Translate approved business needs into implementable functional scope, epics, user stories, and acceptance criteria
Maintain, prioritize, and continuously refine the backlog for the owned area
Contribute to roadmap planning and support incremental delivery of value
Balance new features, maintenance, bug fixing, support-driven improvements, and documentation needs within the owned area
Work closely with business stakeholders, architects, developers, QA, UX, and other Product Owners to ensure alignment
Identify, assess, coordinate, and track cross-area dependencies, risks, and impacts
Contribute feasibility, dependency, and delivery impact input together with technical and design teams
Support solution shaping and functional clarification during elaboration and delivery
Support development, testing, UAT, exploratory testing, regression validation, and release readiness from a functional perspective
Own follow-up on defects, recurring issues, maintenance topics, and support-driven improvements within the assigned area
Ensure that product requirements and acceptance criteria consider security, privacy, compliance, accessibility, and operational needs
Maintain understanding of the current-state product behavior, including known limitations, legacy behaviors, and open issues
Ensure documentation exists and is maintained for both current-state and newly delivered functionality
Monitor product performance, quality signals, support trends, and user feedback after release
Define, monitor, and interpret KPIs for the owned product area
Use product, usage, operational, and support data to support prioritization, validation, and continuous improvement decisions
Support post-release analysis and measure whether delivered changes achieve the expected outcomes
Translate KPIs, dashboards, and product data into clear product actions and recommendations
Help ensure that usability, accessibility, reliability, and operational effectiveness are appropriately reflected in backlog and release decisions
Proactively identify issues, gaps, risks, and improvement opportunities in the owned area
Generate and submit ideas to the Idea Lab / idea pipeline based on product knowledge, support trends, usage patterns, quality issues, and delivery learnings
Prepare clear product materials, status updates, and decision inputs for governance forums and senior stakeholders
Key Requirements:
Proven experience as a Product Owner, Business Analyst, or in a similar role in complex IT environments
Strong experience managing and prioritizing product backlogs and translating business needs into actionable requirements
Experience defining epics, user stories, and acceptance criteria, and supporting incremental delivery in Agile or hybrid environments
Proven experience facilitating workshops, requirement-gathering sessions, and stakeholder alignment across business and IT teams
Strong experience in business analysis, process mapping, and requirements definition
Proven ability to work effectively with multiple stakeholder groups, including business, IT, governance, and operational teams
Good understanding of complex system landscapes, integrations, and cross-team dependencies
Experience working in large-scale enterprise platforms, multi-user information systems, or transformation programmes
Experience in public sector, regulated, policy-driven, or compliance-sensitive environments is a strong asset
Ability to consider security, privacy, compliance, operational, and support considerations in product decisions
Experience preparing decision material, reporting, and presentations for senior management or governance bodies
Strong analytical, structuring, communication, and stakeholder management skills
Experience working with KPIs, dashboards, and product data to monitor performance, identify issues, and drive product decisions
Ability to interpret product, usage, operational, and support data and translate insights into actions
Experience defining and tracking KPIs for digital products or product areas
Ability to work with both business-facing product topics and operational/platform health topics
Experience supporting UAT, defect triage, backlog hygiene, maintenance follow-up, and post-release improvements
Good understanding of APIs, integrations, and cross-system data flows from a functional product perspective
Ability to work with technical teams on integration-related requirements and dependency impacts
Familiarity with platforms such as Drupal-based ecosystems is an asset
Experience with Agile tooling such as JIRA, Confluence, and similar collaboration/documentation tools
Product Owner / Agile certification such as CSPO, PSPO, SAFe PO/PM, or equivalent is required
Additional certifications such as ITIL, security, or data protection are considered an asset
Excellent command of English
