Defense Contract Audit Agency Human Resources Specialist in United States

Summary Reemployed annuitant: This vacancy does not meet the criteria for appointment of annuitants. Responsibilities Provides expert advisory on Federal civilian recruitment and placement, guiding agencies on merit promotion, Delegated Examining, and DoD Priority Placement Program regulations. Utilizes and promotes use of human resources information technology data systems to enter and analyzes personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. Prepares and compiles reports and metrics. Applies relevant laws, regulations, and procedures to align Human Resources management with the needs of the organization and the requirements of OPM, DoD, and the agency. Cultivates strategic partnerships with hiring managers and senior leaders, and collaborates across organizational boundaries to achieve shared hiring and retention objectives. Applies a full range of staffing and recruiting principles to identify, attract, and select candidates, managing the complete hiring process from job offer to onboarding for placement throughout the organization. Requirements Conditions of Employment Must be a U.S Citizen as verified through E-Verify Program Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph. Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment. Qualifications You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: For the GS-9: You must have one year of specialized experience equivalent to at least the next lower grade, GS-7. Specialized experience must be documented in your resume. Specialized experience includes: assisting in providing advisory and technical assistance to customers in multiple staffing related program areas (e.g recruitment, personnel actions, onboarding and setting pay); creating recruitment documents (e.g., requests for personnel actions, vacancy announcements); utilizing automated Federal civilian human resource systems; or assisting in analyzing and resolving uncommon pay issues, and recruitment/placement issues. For the GS-11: You must have one year of specialized experience equivalent to at least the next lower grade, GS-9. Specialized experience must be documented in your resume. Specialized experience includes: providing advisory services to customers in multiple staffing related programs (e.g. recruitment, personnel actions, onboarding, and setting pay); creating recruitment documents (e.g. requests for personnel actions, vacancy announcements); utilizing automated Federal civilian human resource systems; analyzing and resolving uncommon pay and recruitment/placement issues; or advising management on Federal civilian recruitment and placement laws, regulations, policies, and practices. For the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11. Specialized experience must be documented in your resume. Specialized experience includes: providing comprehensive management advisory services on Federal civilian recruitment, examination, selection, and placement; developing and presenting recommendations and alternatives to senior management officials to resolve complex Federal civilian human resources management issues and problems; administering Federal civilian human resources operating programs and completing special projects; or utilizing Federal civilian human resources data system(s) and applications to enter and analyze personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of Education for Specialized Experience: For the GS-9: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. For the GS-11: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. For the GS-12: There is no substitution of education for experience at this grade level. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. Combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
