Job Summary
Under administrative direction, is responsible for leading and overseeing Building & Equipment Services provision of fleet services of City vehicles and construction equipment at assigned service centers. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Hours
Schedule will vary based on departmental needs. Possible schedules are as follows:
7:30 a.m. - 4:30 p.m.; Monday - Friday
11:00 a.m. - 8:00 p.m. ; Monday - Friday
6:30 a.m. - 3:30 p.m. ; Monday - Friday
Essential Job Functions
Oversees the administration and coordination of the leasing, maintenance, and repair of the City's vehicle fleet.
Monitors fleet availability each day, and intervenes when indicators fall below targets, and implements continuous improvement initiatives.
Ensures contract compliance for all fleet shop functions.
Plans, organizes, and coordinates organizational operations of fleet centers and shops to improve the effective utilization of resources.
Performs administrative functions related to supervising, such as counseling, performance evaluations, and training.
Analyzes and implements policies, practices, systems, procedures, and workload standards related to fleet management.
Advises department leadership on specialized equipment and outfitting options and recommends modifications and specifications for units to meet the business strategic goals of the City.
Makes recommendations to department leadership regarding labor rates for maintenance and repair work to ensure cost recovery and provide equitable costs.
Draft, evaluate, and recommend an annual bid package and attend pre-bid conferences for parts and services.
Contributes to the development and monitoring of the annual budget for the area of responsibility; estimates funds needed for equipment, materials, and supplies; and monitors and approves expenditures.
Identifies, monitors, and evaluates fleet management programs and quality control strategies to improve performance; establishes standardized maintenance and repair methods; and analyzes life-cycle costs and repair histories to make informed repair-or-retire decisions.
Performs related duties and fulfills responsibilities as required.
Job Requirements
Bachelor's Degree from an accredited college or university.
Five (5) years of increasingly responsible managerial and technical experience in fleet operations management, leasing, repair, or maintenance, to include two (2) years of supervisory experience
Valid Class "C" Texas Driver's License.
Preferred Qualifications
Five (5) years of experience with automotive repair.
Demonstrated leadership experience overseeing daily operations of a fleet maintenance shop or multi-bay facility.
Experience reviewing vehicle and equipment specifications, including powertrain, upfitting, and warranty considerations.
Knowledge of fleet performance metrics such as vehicle availability, downtime trends, and labor productivity.
Experience managing vendor performance, warranty claims, and contracted parts and maintenance services in a municipal or large fleet environment.
Experience with fleet management software
Automotive Service Excellence (ASE) certifications
Applicant Information
Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge of the operating characteristics of a variety of automotive and equipment
Knowledge of occupational hazards and standard safety precautions, practices, and procedures
Knowledge of tools, equipment, and diagnostic testing devices used in auto, truck, and equipment repair and maintenance
Knowledge of budget preparation and monitoring procedures
Knowledge of principles of supervision and training
Skill in operating a personal computer and basic office equipment
Ability to analyze vehicle and equipment faults and modify repairs and preventative maintenance procedures to effect solutions
Ability to forecast the City's vehicle and equipment requirements
Ability to communicate clearly and effectively
Ability to perform all the essential functions of the position, with or without accommodations
