Summary This position is part of the WAPA-RMR-Rocky Mountain Region. As a Financial Manager, you will serve as the Financial Manager for the Rocky Mountain Region (RMR). In this position you will be the primary financial expert and advisor, overseeing all financial operations including accounting, budgeting, payroll, and compliance. Responsibilities As a Financial Manager, you will: Provides expert financial advice to management and customer officials on accounting, finance, and budgetary matters. Directs functions such as cost and fiscal accounting, budgeting, payroll, and compliance. Analyzes changes in resources for financial impacts on programs and mission objectives. Develops and implements financial policies and management plans. Ensures compliance with established accounting principles, standards, laws, regulations, and policies. Supervises a team of accounting and budget employees, including a subordinate supervisor. Requirements Conditions of Employment Must be a U.S. Citizen or National. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: Formulating, recommending, and implementing accounting and financial management policies at a regional level, ensuring compliance with Federal rules and regulations. Providing financial advisory services to management and customer officials on complex accounting, finance, and budgetary matters, including the analysis of program impacts on budgets and cash flow, and development of alternative funding mechanisms for mission-critical objectives Performing the full scope of budgetary activities at a regional level, from policy formulation and control establishment to budget execution analysis, reprogramming, and preparation for CFO and Congressional testimony, ensuring compliance with federal financial regulations and optimal utilization of resources for a federal power administration. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
