Job Summary
Under direction, develops, analyzes, and evaluates the operations, processes, and systems related to a specific City or department program. Performs moderately complex professional tasks in support of program operations and works to deliver services efficiently and effectively. May exercise supervision over assigned staff.

7:45 a.m. - 4:30 p.m., Monday - Friday
Essential Job Functions
Gathers, interprets, analyzes, and evaluates program data related to performance metrics and compliance with established rules and regulations.
Interprets and communicates program guidelines and related City policies and procedures.
Maintains and develops relationships with community and partner organizations regarding program initiatives.
Assists in managing budgets and resources to ensure programs meet scope, guidelines, and budget.
Monitors compliance with established program requirements associated with contracts and/or grants.
Identifies and prioritizes operational and technical needs and requirements.
Implements and evaluates program operations, initiatives, and services.
Assists in developing and participating in community outreach related to program initiatives and services.
Assists in coordinating with relevant department and city staff regarding program needs.
Assists in the preparation of the annual departmental and/or divisional budget.
May supervise, train, and evaluate staff.
Prepares written reports, summaries, and presentations on program plans and performance metrics.
Performs related duties and fulfills responsibilities as required
Job Requirements
Bachelor's Degree from an accredited college or university
Two (2) years of experience in program or policy analysis, development, and/or management
Preferred Qualifications
Master’s Degree from an accredited college or university with major coursework in environmental science, geology, biology, natural resources, ecology, or a related field.
Ability to effectively communicate verbally and in writing with resource agencies, engineers, contractors, and project managers.
Experience with National Environmental Policy Act (NEPA).
Experience with "Waters of the United States" (WOTUS) permitting.
Valid Class "C" Texas Driver's License.
Applicant Information
Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Ability to supervise, evaluate, and monitor performance in accordance with City policies and procedures
