Role Overview
The Director of Data and Technical Services (DTS) provides strategic direction and leadership for data and technical services including telecommunication systems, operating systems and all hardware and software located in-house and at remote locations in support of our Community Health Choices (CHC) LTSS Program in Pennsylvania. Under the combined direction of the CHC Market President and the Director, Plan Operations & Administration, the Director of Data and Technical Services (DTS) provides strategic direction and leadership for data and technical services including telecommunication systems, operating systems and all hardware and software located in-house and at remote locations.
Work Arrangement
Remote role with preference for candidates in greater Philadelphia metro area
Monday through Friday 8:00 AM EST to 5:00 PM EST
Responsibilities
Combines plan‑level leadership skills with strong hands‑on data analysis capabilities to directly support performance management, operational insights, and strategic initiatives
Effectively collaborates and consults with cross-functional Information Technology & business leaders across the enterprise to identify technical requirements and solutions to achieve CHC program objectives
Ensures that Information Technology projects are scoped, prioritized and implemented timely and correctly, as specified by DHS/OLTL or plan leadership
Ensures that program areas are aware of, and understand how to use data resources (e.g., files received from DHS/OLTL, Health Information Exchanges, Electronic Health Records, and data from MCO contractors) and integrate those resources with programmatic data when necessary;
Ensures that information related to data systems, analytical methods, and analysis results are communicated in a way that allows optimal usage by all MCO programmatic areas
Leads/provides oversight and technical guidance to a team of reporting analysts dedicated to producing regulator-facing deliverables (recurring and ad hoc); and
Supports program areas such as Service Coordination, Utilization Management (UM), Operations, Quality and others to integrate information contained within multiple data systems for use in improvement activities.
Education and Experience
Bachelor’s Degree (BA/BS) in healthcare, MIS, or related field; Master's Degree (MHA/MBA) preferred
Experience in the Managed Care Industry with a focus on supporting Long-Term Services and Supports (LTSS) and/or Medicare duals /D-SNP populations
Minimum of 5 years of people leadership experience
Minimum of 10 years of progressive Health Care business experience and IT/Project Management
Hands-on experience with various HIPAA/other EDI transaction datasets and data sharing arrangements, including 834, 820, 835, EVV, MDS, and others
Skills and Abilities
Working knowledge of SQL and data analysis, enabling effective partnership with analytics teams and hands‑on exploration of data as needed
Possesses strong working knowledge of relational database systems, allowing for informed decision‑making, data governance oversight, and effective partnership with analytics and IT teams
Working knowledge of Artificial Intelligence (AI) concepts/tools and trends for enabling critical workflow improvements
Advanced data analytics skill set, including advanced SQL, used to translate operational, clinical, and financial data into actionable insights
Advanced knowledge of and proficiency in MS Teams and Teams‑integrated applications to drive collaboration, workflow efficiency, and effective communication across cross‑functional teams
