U.S. Army Corps of Engineers Construction Control Representative in United States

Summary About the Position: Serves under an Office Engineer performing a full range of "office" engineering functions for various construction projects. These projects may include facilities with specialized technical equipment or structural features that require adapting standard construction methods and quality control techniques. The incumbent applies a practical knowledge of engineering and construction standards to identify and resolve problems. Responsibilities Analyzes contractor proposals for fairness and completeness. Prepares government cost estimates for change orders and modifications by using established cost estimating software and data. Assists in developing technical analyses and pre-negotiation objectives by comparing contractor proposals to government estimates and identifying discrepancies. Participates in negotiations with contractor personnel on contract modifications. Researches and analyzes contractor claims to determine their relationship to contract requirements and assists in preparing the government's position on claims. Manages the input of contract modifications into the Army Contract Writing System (ACWS) and the Resident Management System (RMS), ensuring information is current and accurate. Coordinates with Resident Office personnel to resolve discrepancies and ensure timely processing of contract actions. Monitors office reports and activities, such as change order logs and claim status reports, to identify overdue items or potential problem areas, and brings these to the attention of the Branch Chief. Monitors contract progress as represented by contractor-prepared progress charts and network analysis systems. Prepares and reviews monthly partial payment estimates to ensure they accurately reflect work completed. Gathers and consolidates contract data for various reports and memoranda as required by the District or Area Office. Specialized Experience for GS-09: One year of specialized experience which includes: (1) Utilizing Army Contract Writing System to process construction contract modification and review contract modification produced by field office for completeness for construction project's up to $50M; (2) Providing support and guidance to Contracting Officer's Representatives and Administrative Contacting Officer's on construction projects with respect to contract modifications; (3) Providing quality assurance of provided information to ensure construction contract modification are legally sufficient, which may include Time Impact Analysis for construction modifications and evaluation of time impacts for REAs, Claims, and other contract delays. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year probationary period uring which the agency evaluates your fitness and whether your continued employment advances the public interest.
