Liberty Latin America Senior Project Manager in El Salvador
What is the role?
Responsible for the end-to-end leadership of the submarine cable system deployment, from technical design validation and marine survey coordination to landing station construction, wet plant installation, integration, testing, and Ready For Service (RFS) certification. This role ensures the strategic planning, financial control (CAPEX/OPEX), risk management, regulatory compliance, and execution excellence of one of the company’s most critical infrastructure investments. The Senior Manager leads multidisciplinary internal teams and international vendors (marine installers, OEMs, civil contractors, permitting authorities), guaranteeing on-time, on-budget, and high-quality delivery aligned with corporate, regulatory, and shareholder expectations.
This position serves as the primary executive interface with government authorities, consortium partners (if applicable), suppliers, and C-Level stakeholders, ensuring governance, transparency, and technical integrity throughout the project lifecycle
How will you add value?
Lead the full lifecycle execution of the submarine cable system (feasibility, design, procurement, marine operations, commissioning).
Define and manage the project governance framework, reporting directly to executive leadership.
Present project status, risk exposure, financial performance, and mitigation plans to C-Level and Board-level stakeholders.
Ensure alignment with corporate strategy, long-term network expansion roadmap, and commercial objectives.
Technical & Operational:
Oversee marine route surveys, permitting processes, environmental assessments, and regulatory approvals.
Supervise wet plant and dry plant installation, ensuring compliance with international submarine cable standards (e.g., ITU-T, IEC).
Validate system design, redundancy architecture, protection schemes, and capacity planning.
Ensure proper integration with terrestrial backbone and landing station infrastructure.
Financial Management:
Lead contract negotiations with marine installers, OEMs, and civil contractors.
Develop and maintain a comprehensive risk register including marine, geopolitical, environmental, and operational risks.
Implement contingency and mitigation strategies to minimize project delays and cost overruns.
Stakeholder & Government Management:
Act as primary liaison with government authorities for permits, spectrum, landing rights, and compliance requirements.
Coordinate with environmental agencies and maritime authorities.
Manage consortium relationships when applicable.
Ensure transparent communication with investors and strategic partners.
Governance & Documentation:
Ensure documentation of all project milestones within corporate systems.
Guarantee regulatory compliance and audit readiness.
Oversee final acceptance testing (FAT, SAT) and RFS certification.
Lead transition to Operations and Network teams ensuring SLA continuity.
What do you need?
Bachelor’s degree in Telecommunications, Electrical, Electronic, Systems Engineering or related field.
Master’s degree in project management, Engineering Management, or MBA (strongly preferred).
PMP Certification
Agile / Scrum Certification
Prince2 (desirable)
ITIL (desirable)
Minimum 8+ years of experience in large-scale telecom infrastructure projects.
At least 5 years leading submarine cable, fiber backbone, or critical network infrastructure deployments.
Proven experience managing CAPEX-intensive projects (>USD $50M preferred).
Experience working with government entities and international vendors.
Strong exposure to marine operations and regulatory frameworks.
