V2X Contracts Manager in Israel
Overview
This position will be physically located in Israel
Responsible for interpretation of the contract section of the IDIQ contract and contract modifications and Task Orders. Is the initial point of contact for all contractual communications with the customer (ACO, PCO, COR), Government agencies, e.g., DCMA, DCAA, and is authorized to obligate the company for matters associated with any assigned contract(s). Manage and coordinates contract changes that result in change proposals or no cost letters of direction with the program team (Program Management, Pricing, Operations, Legal etc.) for add-on work to existing contract(s). Under the direction of the INDOPACOM Director of Contracts, assists in ensuring Contract compliance with Corporate policies, legal issues, FAR guidelines, and customer support. Identifies and resolves complex issues, exercising ethical judgment within broadly defined practices and policies. Leads and participates in making decisions related to Contracts and Business Management. May administer one or more major contracts. Coordinates with HQ functions as required. Responsible for protecting the legal and financial interests of the Corporation during all discussions and negotiations and interaction with customers, clients, etc.
Responsibilities

Administers assigned Task Orders and ensures compliance with LCV ID/IQ, task order(s), modifications, and letters of technical direction (LOTD). Is a business advisor to the onsite and offsite Program Management team. Responsible for following company policies and procedures and Corporate Contract Management manual.
Manages changes, both cost and no cost, makes appropriate contractual notifications to the Government IAW with contract, and coordinates with program management for technical approach and the Cost Estimator to define cost formulations and summaries, coordinates in developing management review presentations, coordinates final management approval and signature of the offer and timely submits change/REA proposals as necessary.
Leads coordination of customer negotiations, makes recommendation to management to execute contractual documents and warranties assurance to the customer all particulars in connection with a contract.
Responsible for ensuring business systems are timely updated with current contract financial and performance information.
Develops responses to FOIA requests if required.
Maintains professional competence by attending specific formal and informal contracts training seminars, company-provided training, and self-sponsored training.
Manages submission of CDRLs.
Monitors contract performance to ensure that all contract terms and conditions are met. Assists in responding to customer provided CPAR.
Provides pre and post award administration of a variety of contracts, including CPAF, FFP, FPAF, T&M, LH, etc.
Assists in directing coordination with other departments on matters related to Contracts, prepares responses as necessary to customer correspondence and other requests.
Supports negotiations with subcontractors, ensures document reviews of subcontracts, makes recommendations to HQ management to execute subcontract documents and supports obtaining the necessary consent.
Initiates Contracts close-out.
Performs Job Duties as assigned.
Qualifications
Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required
Degree in Business or Finance.
Bachelor's Degree and eight years' experience OR Master's Degree and four years experience.
Certification(s) by National Contract management Association (NCMA) is preferred.
Clearance:
Must be able to obtain and maintain valid Secret Clearance
Experience:
Minimum four years' experience related to contracting, purchasing and pricing.
Skills
Ability to travel to project locations.
Shall have a working knowledge of the Federal Acquisition Regulations and DoD FAR Supplement
Basic software worksheet techniques
Strong communication and writing skills
Understanding of the accounting system, its policies and procedures
Ability to meet with and work with senior and middle management personnel
Working Conditions:
Must be capable of working in an extreme weather condition with temperatures exceeding 120 degrees Fahrenheit.
Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dusty environment with average temperatures of 30 degrees in the winter and near 100 degrees in the summer months).
Includes some industrial production environment conditions as well.
Physical Requirements:
Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
Must comply with all Fire and Safety Regulations and post policies.
