Amazon Outsourcing Risk Manager, Account Compliance in Virtual, India

Amazon Payments entities operate as regulated financial services providers across multiple jurisdictions, subject to stringent third-party risk management requirements. Some examples include CSSF Circular 22/806 (Luxembourg), EBA Guidelines on Outsourcing and FCA SYSC 8 (UK), and MAS Guidelines on Outsourcing (Singapore).

We are seeking an experienced Third-Party Risk Management (TPRM) professional to join our Account Compliance team as an Outsourcing Risk Manager. This role requires demonstrated expertise in conducting outsourcing risk assessments for regulated financial institutions, with specific knowledge of regulatory frameworks governing critical and important outsourcing arrangements.

You will be responsible for executing the First Line outsourcing risk management program for Amazon Payments' regulated entities (APE, APUK, API, APS SG, and others). This includes conducting annual risk assessments of intragroup and external vendor arrangements, partnering with Legal and Transfer Pricing teams to manage intercompany contracts, establishing KPIs and governance mechanisms to monitor service delivery, partnering with business teams to implement risk-mitigation controls, and ensuring compliance with entity-specific regulatory requirements.

This is a critical role enabling Amazon Payments to scale globally while maintaining robust regulatory compliance. The ideal candidate will have hands-on experience performing risk assessments under frameworks such as CSSF 22/806, EBA Guidelines on Outsourcing, FCA SYSC 8, or equivalent regulatory regimes, and can demonstrate practical application of outsourcing risk management principles in a regulated financial services environment.

Key job responsibilities

• Lead First Line Risk Management for Amazon's outsourcing arrangements between internal Amazon entities and external vendors, establishing strategic partnerships with Second Line departments to ensure robust risk governance and regulatory compliance.

• Own and execute annual risk assessments for services between Amazon entities and external vendors, including comprehensive information gathering with partner teams, developing detailed risk assessments, and securing final approvals from Risk, Compliance, Legal, and Information Security stakeholders within established timelines.

• Partner strategically with Legal and Transfer Pricing, to maintain existing intragroup contracts to ensure service scope, KPIs, and terms remain aligned with evolving business requirements and regulatory obligations.

• Collaborate with partner teams to proactively identify risks, establish effective mitigation controls with clear delivery timelines, and define KPIs to track and measure performance against contractual obligations.

• Create and maintain robust documentation serving as an audit trail for Amazon Payments Compliance functions, insisting on the highest standards and embedding an 'audit-ready' mentaility.

• Collaborate with Business Intelligence Engineers and Analysts to design, build, and automate reporting mechanisms, while establishing escalation protocols for KPIs that breach contractual obligations, ensuring timely remediation and stakeholder visibility.

• Enable business expansion by partnering with Business Expansion, Risk, and Compliance teams to establish compliant intragroup outsourcing structures for new legal entity launches and manage vendor onboarding processes in accordance with regulatory requirements, including preparation of regulatory notifications and submissions where required.

• Drive continuous improvement by identifying and executing opportunities to enhance operational efficiency through standardization and automation, working cross-functionally across Compliance, Operations, Risk, and Analytics teams to prioritize and deliver measurable improvements.

• Champion a culture of compliance by proactively engaging with on-site partner teams, driving higher quality inputs, reinforcing compliance concepts, and fostering a risk-aware environment across all outsourcing activities.

A day in the life

You'll conduct risk assessments for critical vendors, analyzing due diligence questionnaires to identify control gaps. You'll partner with Legal and Transfer Pricing on intragroup contract amendments, ensuring regulatory compliant clauses. You'll conduct outsourcing categorization assessments for new jurisdictions, guiding business teams through regulatory due diligence requirements. You'll monitor service providers KPIs, identifying SLA breaches requiring investigation, and prepare quarterly Board(s) reporting on outsourcing arrangements. Throughout the day, you'll collaborate with a range of stakeholders (Second Line Risk and Compliance Officers, Information Security, Legal teams, business stakeholders, providing guidance on policy interpretation and regulatory obligations while balancing compliance precision with business pragmatism. You will be driving risk mitigation actions.

About the team

You'll join the Account Compliance Risk & Quality team in TSI, serving as First Line of Defense for outsourcing risk management across Amazon Payments' regulated entities. We operate at the intersection of regulatory compliance, risk management, and business enablement—ensuring Amazon Payments meets regulatory obligations while supporting global scaling. We partner closely with Second Line Risk & Compliance, Legal, Information Security, Finance, Tax, Transfer Pricing, and business stakeholders across multiple jurisdictions. We value regulatory expertise, practical problem-solving, working through ambiguity, and translating complex compliance requirements into actionable guidance. Basic Qualifications

  • Bachelor's degree or equivalent

  • Experience in compliance program management, legal, governance, audit, risk/loss prevention, or equivalent

  • Experience handling confidential information

Preferred Qualifications

  • Professional auditing qualification, or similar risk or compliance credentials
