Job Description:

Project Controls Manager

Abu Dhabi, UAE

Parsons is looking for an amazingly talented Project Controls Manager to join our team!

What You'll Be Doing:

  • Provide leadership and oversight for planning and scheduling, progress measurement, risk management, change management, cost control, and reporting for the entire project.

  • Provide guidance, direction, and specialized assistance to planning and risk staff; interface with clients; and attend regular coordination and progress meetings.

  • Develop, implement, and maintain project controls processes, procedures, systems, and tools, and monitor compliance across all project stakeholders.

  • Provide guidance and direction for the timely resolution of planning and project control issues as they arise.

  • Set up and manage the Primavera P6 Project Management System for program management across the planning team and all stakeholders.

  • Prepare, maintain, and update the integrated master programme for the project, ensuring alignment with contractual milestones and deliverables.

  • Establish and deliver formal reporting arrangements on project progress, risks, and issues for the client and internal management.

  • Arrange and lead project controls workshops/meetings to discuss, coordinate, and assist contractors/consultants in resolving their project control issues.

  • Review and challenge claims and extension of time (EOT) requests, ensuring compliance with contractual provisions and supporting documentation.

  • Review consultants’ and contractors’ programmes and updates, analyzing them in line with contractual, technical, and procedural requirements.

  • Assess and analyze the impact of design and construction changes, schedule slippages, and interface issues on project milestones and completion dates.

  • Coordinate the execution of effective project risk management processes, including risk identification, assessment, mitigation planning, and monitoring.

  • Support and coordinate with the contract administration team in evaluating variations, claims, and change orders from a time and cost perspective.

  • Ensure that planning and scheduling data, progress records, and contemporaneous documentation support contract administration, dispute avoidance, and potential dispute resolution processes.

What Required Skills You'll Bring:

  • Bachelor’s degree in civil engineering, or construction management, from a recognized institution.

  • Minimum of 15 years post-graduate experience, including significant exposure to infrastructure and mixed-use development projects.

  • Proven experience in planning and scheduling, quantitative schedule risk analysis, and extension of time claims.

What Desired Skills You'll Bring:

  • Demonstrated experience working closely with contract administration teams on variations, claims evaluation, and change management.

  • Thorough knowledge of industry best practices, standard forms of contract, and relevant regulations.

  • Proficiency in Primavera P6 and other project controls and reporting tools
