Job Title: Quality Control Manager – Federal Construction

Job Description

The Quality Control Manager oversees all quality control activities for federal construction projects at NAS Oceana. This role develops, implements, and enforces quality control procedures to ensure full compliance with contract requirements, U.S. Army Corps of Engineers (USACE) and NAVFAC standards, and applicable federal regulations. The Quality Control Manager serves as the primary on-site point of contact for all quality-related matters and collaborates closely with project leadership, subcontractors, and government representatives to deliver safe, compliant, and high-quality construction work.

Responsibilities

  • Develop, implement, and maintain project-specific quality control plans and procedures for federal construction projects at NAS Oceana.

  • Ensure all work complies with contract requirements, USACE and NAVFAC construction standards, and applicable federal regulations.

  • Serve as the primary on-site point of contact for all quality-related issues, coordinating with project leadership, subcontractors, and government representatives.

  • Plan, coordinate, and oversee all quality control inspections, tests, and documentation throughout the construction lifecycle.

  • Review and interpret construction drawings, specifications, and contracts to verify that work conforms to design and contractual requirements.

  • Monitor construction activities on-site to identify quality issues, nonconformance, or deviations, and drive timely corrective and preventive actions.

  • Manage and maintain QC documentation, including inspection reports, test results, deficiency logs, and closeout records.

  • Support and enforce government safety requirements in coordination with project leadership and safety personnel.

  • Participate in preparatory, initial, and follow-up inspections in accordance with USACE and NAVFAC procedures.

  • Communicate quality expectations and standards to subcontractors and field personnel and provide guidance on QC procedures.

  • Collaborate with the project team to resolve technical and quality-related challenges in a timely and compliant manner.

  • Report QC status, issues, and progress to internal stakeholders and government representatives as required.

Essential Skills

  • Minimum of 10 years of overall construction experience, preferably on federal or military construction projects.

  • At least 2 years of experience serving specifically as a Quality Control Manager (QCM) on construction projects.

  • Strong working knowledge of U.S. Army Corps of Engineers (USACE) and NAVFAC construction standards and procedures.

  • Experience managing quality control activities on vertical, horizontal, or design-bid-build construction projects.

  • Ability to read and interpret construction drawings, specifications, and contracts accurately.

  • Proficiency with quality control documentation, reporting, and inspection processes.

  • Familiarity with government safety requirements applicable to construction projects.

  • OSHA 30 certification or the ability to obtain this certification within a reasonable timeframe.

  • Valid driver’s license.

  • Strong communication and collaboration skills to work effectively with project leadership, subcontractors, and government representatives.

  • Ability to work independently on-site and make sound decisions related to quality and compliance.

Additional Skills & Qualifications

  • Construction or Engineering degree; the degree requirement may potentially be waived based on experience.

  • Back-ground in federal or military construction environments.

  • Experience coordinating with multiple stakeholders, including government agencies and subcontractors.

  • Demonstrated ability to implement and enforce structured QC programs and procedures.

Work Environment

This is a fully on-site role based at NAS Oceana, supporting federal construction projects in an active military installation environment. The position requires regular presence in the field, including time spent on construction sites, in trailers, and in project offices, with frequent interaction with project teams, subcontractors, and government representatives. Work involves reviewing drawings and documentation, conducting site inspections, and participating in project meetings. The role follows the standard hours and access protocols of the NAS Oceana facility and requires adherence to all site safety rules and government requirements while on the installation.

This is a Contract to Hire position based out of Virginia Beach, VA.

Pay and Benefits

The pay range for this position is $120000.00 - $130000.00/hr.
