Pricing Analyst

General Description:

This position supports the development of compliant cost and pricing proposals for Government and commercial solicitations, based on sound estimating practices and established pricing strategies and procedures.

Principal Duties and Responsibilities:

  • Analyze Federal solicitations and communicate pricing-related scope, assumptions, and requirements to the proposal team.
  • Develop and prepare pricing and/or cost volume proposals for Government and commercial solicitations.
  • Develop and prepare cost estimates and ROMs on task order level for Government and commercial solicitations.
  • Support proposal team meetings and pricing activities in alignment with proposal schedules.
  • Perform cost/price analysis and assist in the development and use of pricing templates and models in accordance with the established estimating system.
  • Interface and coordinate with proposal team to ensure that cost estimate is in compliance with RFP requirements.
  • Analyze Basis of Estimates (BOEs) and Bills of Material (BOMs) for reasonableness, completeness, compliance and accuracy.
  • Research similar past projects and their quotations for analysis and comparison.
  • Develop pricing assumptions, financial summaries, and risk considerations for review with the proposal team and executive management.
  • Assist with business risk and cash flow analysis in support of proposal pricing activities.
  • Develop cost proposal adequacy checklists.
  • Support standardization of estimating practices to ensure quality, cost realism, reasonableness, and compliance.
  • Support the development and maintenance of estimating and pricing procedures, as directed, in compliance with FAR and DFARS.
  • Support timely completion of cost volume and pricing documents in accordance with technical and specific requirements per the RFP.
  • Provide support on DCAA/DCMA cost proposal audits and requests for information.
  • Work special projects and other tasks as assigned.
  • Some travel may be required.

Work Experience Requirements:

  • 2-5 years of experience in pricing, accounting, finance, contracting, and/or proposal pricing development.
  • 2+ years supporting cost volume development for Government proposals with working knowledge of FAR and DFARS requirements.

Educational Requirements:

BS/BA Degree

Essential Skills/Experience:

  • Working knowledge of FAR, DFARS, and accounting practices related to Government contracting.
  • Solid knowledge of co t elements and their relationship as well as indirect rate application.
  • Experience analyzing and presenting complex data in an easy-to-understand format.
  • Understand commonly used concepts, practices, and procedures within finance and accounting.
  • Familiarity with escalation clauses and economic indexes.
  • Working understanding of Work Breakdown Structures and functional cost elements.
  • Ability to work effectively in a team environment with varying levels of supervision.
  • Strong organizational, analytical, and time management skills with keen attention to detail.
  • Ability to quickly assess risks, problems, and issues and develop recommended solutions.
  • Advanced skills in MS Excel and proficiency with other MS Office applications.
  • Ability to obtain a Government security clearance, as required.

Beneficial Skills/Experience:

  • Experience with service-based contracts.
  • Shipley Training is a plus.
