Job Description
AECOM is hiring a Federal Proposal Manager and Team Lead (Canada), based in any of our major office locations across the country.

AECOM is hiring an experienced proposal leader to work within our Governments Marketing team. Our clients include both Defense and Civilian agencies, and you will have the opportunity to work with highly specialized teams across all Architecture, Engineering, and Environment sectors primarily in North America (USA, Canada) but also internationally.
In this role, you will be responsible for leading a team of proposal staff that support our Canadian Civilian and Defense pipeline of pursuits, as well as serving as a proposal manager on key pursuits, providing support and guidance from pre-RFP positioning through to interview stage, as required.
The ideal candidate has experience with Canadian Federal proposals, strong leadership skills, a sharp compliance focus, strong pre-positioning and proposal writing skills, and creative design ideas. Subject matter may include studies and planning, architecture and engineering design, construction, environmental, program management, and other professional services. This role also includes leading a team of >3 proposal staff.
As a team lead, you will balance a workload for a team in great demand, both independently and in collaboration with other Government Proposal team leads, ensuring that key pursuits are resourced appropriately and managed effectively, while working collaboratively with different teams from operations.
General
As a Proposal Manager and writer, collaborate with regional and BL teams on identified priority pursuits, including pre-positioning, responses to requests for standing offers (RSFO) and requests for proposals (RFP), as well as shortlist interviews.
Foster a culture of communication and collaboration within the team, as well as with other marketing teams, client account managers, business lines, and regions; initiate appropriate mentoring and coaching for direct reports and others in the proposal team, in collaboration with other proposal team leads.
Reports to the Director of Federal Marketing within our National Governments Marketing group.
Duties
Leadership and Development
Lead and manage a team of staff that lead and support proposals, as assigned, across the Federal portfolio.
Collaborate closely with other Proposal team leads to allocate workload effectively across the US and CanadianFederal portfolio
Partner with other Proposal Team Leads to develop and deliver internal training and coaching on topics related to core processes, tools, practices or other special topics, in collaboration with the marketing leadership team.to grow/hone skills in capture, proposal, and interview leadership.
Drive the incorporation of best practice, e.g. use of AI, standardized templates, campaigns, processes, etc.
May lead special projects involving teams of BL staff, as directed by Governments Marketing Lead
Proposal Management and Writing
Lead large, complex, priority must-win pursuits from capture through to interview stage, as required, which may include multiple disciplines/geographies.
Lead and contribute to the writing of proposal sections such as cover letters, executive summaries, past performance sections, management approaches, and resumes/staffing sections.
Actively participate in Go/No-Go, capture strategies and greenlight analyses and drives compliance with delegation of authority guidelines, capture planning and positioning activities, providing leadership and direction, where required.
Provide strategic direction and leadership on proposals assigned to direct reports, demonstrating a solid understanding of the Federal proposal pipeline, internal business development strategies, capture planning, proposal efforts, and debriefs.
Review and support capture and proposal activities for direct reports, as needed, on Must Win pursuits and serve as a reviewer on color reviews (pink and red teams) for these pursuits, leveraging in-depth institutional knowledge. Analyzes debriefs and applies lessons learned to add value to strategy and reviews.
Supports debriefs and gathering of client feedback on proposals to ensure and demonstrate continuous improvements.
Oversees proposal and project filing on the secure server and CRM. Knows where to go for all recent submittals and project descriptions. Is familiar with the top IDIQs and top IDIQ managers and project managers for their assigned pursuits.
Qualifications
Minimum Requirements
- Bachelor Degree, preferably in Journalism, English, Communications, Marketing or a related field, + minimum 8 years of related proposal experience, ideally for federal clients or a relevant Diploma + 6 years of relevant experience
Preferred Qualifications
10+ years of related proposal experience, ideally for Canadian Federal clients.
3+ years of management experience with a proven track-record of growing and mentoring staff.
APMP/SMPS certification is a plus.
Fluency in French is a plus.
Demonstrated interest in and working knowledge of the Architecture/Engineering (A/E) industry, specifically focusing on AECOM’s Federal clients, projects, team members, credentials, and competitors.
Proven ability to assess required levels of effort for a range of pursuit types, make appropriate workload assignments, lead a diverse team, and collaborate with Business Lines, Client Account Managers, and other marketing team leaders to achieve company objectives.
Evidence of successful leadership of multi-disciplinary or multi-geography proposals valued >$20 million.
A thorough understanding of effective proposal and presentation best practices and tools, including how to convey messages, themes, discriminators, and responses to evaluation criteria clearly and effectively.
Demonstrated experience applying industry best practices and procedures to support positioning, client or business development processes.
Strong proposal writing and editing skills, including grammar and style.
A strong working knowledge of desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.g., InDesign, Adobe Illustrator, Adobe Acrobat, Photoshop), word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), and presentation software (e.g., PowerPoint).
A working knowledge of collaborative tools such as Microsoft Teams, SharePoint, etc.
An understanding of CRM. Salesforce experience is a plus.
Proven ability to independently manage multiple projects and details concurrently, follow up diligently, and ensure tasks and projects are brought to full completion.
Maintains a professional demeanor and demonstrates excellent interpersonal skills. Exercises discretion with confidential/sensitive matters. Works effectively both independently and collaboratively. Exhibits diplomacy with peers and internal clients when navigating challenging situations. Proven problem-solving skills.

Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $140000 to $160000.
