Bonneville Power Administration Supervisory Project Management Officer in Vancouver, Washington

Summary This position is located with Bonneville Power Administration, in Transmission Services, Transmission Infrastructure Asset Management, Transmission Project Portfolio Management (TIP). A successful candidate in the Supervisory Project Management Officer position will serve on the TE management team with responsibility for planning, managing, and leading programs, systems, and work processes that are necessary to perform the critical mission and support activities. Responsibilities As a Supervisory Project Management Officer, you will: Manages the Transmission Project Management Office (PMO), overseeing the development, implementation, and evaluation of programs and policies to ensure timely delivery of products and programs supporting Bonneville's strategic business objectives. Exercises significant managerial authority, including making key policy decisions for long- and short-range strategic planning, determining and allocating organizational resources, and ensuring effective utilization within the organization. Leads and oversees a team of 20-25 federal professional employees (GS-05 through GS-14), delegating authority, setting priorities, and evaluating performance. Represents the organization in dealings with a variety of internal and external stakeholders, including other federal agencies, utilities, and industry groups, to obtain resources, ensure compliance, and resolve critical issues. Oversees the development of business cases, management plans, project schedules, and budgets for a diverse range of infrastructure projects such as transmission lines, substations, and telecommunication facilities. Ensures quality and effectiveness in project management, tracks project progress, and maintains relationships with industry and academic entities regarding R&D in technical services. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as: 1) leading and directing multi-million to billion dollar utility or heavy industry Project Management Office operations using PMI governance, advanced scheduling, and portfolio level reporting and; 2) executing large-scale capital programs, including developing strategies, managing significant budgets and resources, and overseeing multidisciplinary teams to achieve strategic organizational objectives; and 3) applying advanced analytical and evaluative methods to assess project and portfolio performance, identify improvements, and implement innovative solutions. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
