This full-time contract Mechanical Engineer 2 role supports the Facilities Engineering group within a major transmission services organization, providing mechanical engineering expertise for facilities across multiple states in the Pacific Northwest and Northern California. The position focuses on scoping, design, coordination, review, and construction support for HVAC, plumbing, fire alarm and detection systems, engine generators, fuel systems, and associated controls at substations, control houses, relay houses, remote radio buildings, maintenance headquarters, control centers, and other support facilities. The role is based in Vancouver, Washington and involves both in-house design work and oversight of external Architectural & Engineering firms and construction contractors.
Responsibilities
Define and refine project scope for mechanical systems, including HVAC, controls, plumbing (water and waste), fire alarm and detection systems, engine generators, and fuel systems for a variety of utility facilities.
Develop and propose resource needs for preliminary engineering, detailed design, and construction oversight activities.
Review and interpret project requirements based on scoping results, project proposals, and plans, and confer with stakeholders to clarify objectives and constraints.
Coordinate and participate in project kick-off meetings to confirm project requirements, discuss necessary resources, and establish expectations and timelines.
Identify engineering problems related to mechanical systems and ensure effective, compliant, and cost-conscious solutions are implemented.
Facilitate collaboration across engineering disciplines to refine project scope and support preliminary engineering efforts.
Prepare and support the development of project cost estimates for mechanical components and systems.
Evaluate scoping and design schedules, monitor project progress, and coordinate activities to resolve technical and scheduling issues.
Assess design quality through technical review of design documents, specifications, plans, and schedules, recommending actions to minimize design changes during construction.
Provide technical and design support during construction, responding to requests for information and helping resolve field issues related to mechanical systems.
Collect, analyze, and summarize project issues and trends, and contribute to statements of work, progress reports, technical reports, evaluations, and other required documentation.
Act as a central coordinator and facilitator for all mechanical and related technical aspects of assigned projects, ensuring alignment among internal teams and external partners.
Perform in-house mechanical system design for assigned projects, including calculations, equipment selection, and preparation or review of drawings and specifications.
Review and critique mechanical designs prepared by external Architectural & Engineering firms to ensure compliance with applicable codes, standards, and internal requirements.
Escort Architectural & Engineering firms and outside construction contractors on site visits to support assessments, surveys, and bid tours.
Support the broader Facilities Engineering design organization in reviewing and submitting design packages, and assist in the development of statements of work and procurement documentation for design and construction services.
Contribute to the review and improvement of agency standards, processes, and procedures related to facilities engineering and mechanical design.
Essential Skills
Bachelor’s degree in Engineering from an ABET-accredited institution in Mechanical Engineering, Engineering Management, or a directly related field.
At least 5 years of engineering experience.
Strong knowledge of engineering concepts, principles, and practices applicable to components and facilities found on regional transmission systems.
Experience applying and interpreting relevant codes and standards such as NFPA, NEC, ASHRAE, and UPC.
Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and Bluebeam (or similar PDF markup tools).
Ability to scope, design, and review HVAC, plumbing, fire alarm and detection, engine generator, and fuel systems for industrial and utility facilities.
Demonstrated ability to coordinate multidisciplinary project teams and facilitate communication among stakeholders.
Strong skills in evaluating project schedules, monitoring progress, and resolving technical and coordination issues.
Capability to produce and review technical documentation, including statements of work, progress reports, and technical evaluations.
Ability to work independently with minimal supervision while managing multiple projects and deadlines.
Additional Skills & Qualifications
Professional Engineer (PE) license in Mechanical Engineering is preferred.
Experience working with facilities such as substations, telecommunication facilities, engine generator buildings, control centers, and other utility support buildings.
Familiarity with design review processes for externally prepared Architectural & Engineering packages.
Experience supporting Contracting Officer’s Representatives and subject matter experts in developing statements of work and procurement documentation.
Comfort with a deadline-driven environment that often involves waiting on approvals, signatures, and paperwork from multiple stakeholders.
Exposure to or understanding of information technology and system administration concepts, including tools such as System Center Operations Manager and System Center Configuration Manager, is beneficial.
Ability to use Excel and other tools for reconciliation, tracking, and analysis of project-related data.
Strong written and verbal communication skills to clearly document and present technical information.
Work Environment
The role is based in a slower-paced office environment within a Facilities Engineering design organization that supports electric and non-electric building facilities, including substations, telecommunication facilities, engine generator buildings, control centers, and other support structures. The design teams focus on preparing and reviewing design packages, supporting statements of work, and developing documentation for the procurement of design and construction services. Work is largely independent, with minimal day-to-day supervision, and is strongly deadline-driven, with frequent periods of waiting for approvals, signatures, and other administrative steps. The position offers somewhat flexible hours, with the possibility of earlier start times depending on departmental practices. Business casual attire is typical. The work involves regular use of standard office software and engineering tools, as well as collaboration with internal teams and external Architectural & Engineering firms and contractors during scoping, design, design review, and construction review phases. Pay and Benefits
The pay range for this position is $45.00 - $50.00/hr.
