Port of Vancouver Manager, RBT2 Indigenous Programs in Vancouver, British Columbia

The Manager, RBT2 IndigenousPrograms is responsible for the development and implementation of Indigenous consultation strategy and programs for the Roberts Bank Terminal 2 (RBT2) project led by Vancouver Fraser Port Authority.

This position ensures that consultation, engagement, procurement, and collaboration on RBT2 is delivered in a manner consistent with VFPA’s Principles of Indigenous consultation and engagement, the Updated Guidelines for Federal Officials to Fulfill the Duty to Consult, and Transport Canada requirements. The role will work closely with the Indigenous Relations team and in alignment with VFPA’s relationship and project agreements. The incumbent collaborates with all members of the RBT2 Project team and RBT2 Regulatory and Permitting team to meet project objectives, as well as engages across the organization to ensure Indigenous consultation and programs are aligned with corporate strategic initiatives, external commitments and reconciliation objectives.

What you do:

  • Oversees andis responsible for the development and implementation of strategic andtactical plans for consultation with Indigenous groups on the RBT2 projectto meet all applicable regulatory requirements, and compliance withfederal, provincial approvals and agreements and in the interest ofsupporting and enhancing VFPA’s relationship with Indigenous groups.

  • Oversees andensures integration of Indigenous input across components of the RBT2Project including regulatory processes, compliance, mitigation, follow upprograms, environmental management plans (construction and operations),and offsetting projects.

  • Oversees inputon Indigenous procurement requirements including contractor RFP/RFPdevelopment, bid review and compliance review.

  • Manages theprocesses for monitoring and anticipating issues of concern to Indigenousgroups and VFPA. Coordinates with Indigenous Relations and subject matterexperts to address and reduce risks.

  • Represents, ordelegates representation for, VFPA at meetings with Indigenous groups,providing updates, responding to questions, and ensuring clearcommunication by reporting back to both VFPA and Indigenous groups asappropriate.

  • Leads internalproject coordination meetings as the Indigenous RBT2 program lead toreport, make recommendations, provide advice and resolve issues as theyrelate to Indigenous on RBT2.

  • Ensuresappropriate implementation of mutual benefit agreements, capacity funding,and related commitments in collaboration with other departments and inalignment with relationship agreements and other established agreementswith Indigenous groups.

  • Ensuresappropriate coordination with and adherence to regulatory requirements andVFPA’s Project and Environmental Review processes as they relate toIndigenous consultation.

  • Leadsday-to-day oversight of Indigenous consultant interfaces on behalf ofVFPA, ensuring project deliverables are met, advice acquired and issuesare resolved in a manner consistent with VFPA process and practice.

  • RepresentsVFPA in negotiations with Indigenous groups related to agreements andfunding, within approved mandates.

  • Providesleadership on Indigenous programs for port authority led infrastructureprojects and programs, as required

  • Participatesin the development of departmental plans and is responsible for thedevelopment and implementation of activities and programs designed to meetthe intention of specific strategic priorities.

  • Perform other assigned duties as required

What you bring:

  • Appropriateuniversity degree along with a minimum of 5 years of related experience inIndigenous Consultation and/or Indigenous relations at a management level, oran acceptable combination of education and experience.

  • Extensiveexperience with both federal and provincial environmental regulations andjurisdiction, and knowledge of legislation and case law applicable toIndigenous project consultation requirements.

  • Experiencedeveloping and implementing Indigenous consultation strategy and programs forlarge capital and infrastructure development projects.

  • Experienceleading input on Indigenous procurement requirements including contractorRFQ/RFP development, bid review and compliance review.

  • Experienceleading people, managing a team, business planning and overseeing aworkstream/project budget.

  • Experiencemanaging the services of consultants and contractors with attention to detail.

  • Experienceworking with Indigenous communities in BC is preferred.

Workingenvironment: Normal office conditions, with regular evening and weekend activities, as well as frequent travel throughout the Lower Mainland and to Vancouver Island. During an emergency, 24-hour call availability may be required.
